On June 8th, the Fourth Staff Congress of Shangluo College voted and passed the "Development Plan of Shangluo College in the 14th Five-Year Plan" (draft), which defined three major goals and the vision of building Qinling University, and laid a good foundation for the development of Shangluo College in the 14th Five-Year Plan.
During the "14th Five-Year Plan" period, Shangluo University will focus on the requirements of the country to build a high-quality education system, adapt to the new situation of Shaanxi higher education development, and adhere to the main theme of high-quality development.
Implement the "eight major projects" and "four major safeguard measures", strive to enhance the core competitiveness, pass the examination and evaluation of undergraduate education and teaching, and get the authorization of master's degree, and make great efforts in the construction of teaching staff, the construction of disciplines and specialties, the quality of personnel training, the place where scientific research serves, and the improvement of school conditions, so as to lay a solid foundation for the establishment of "Qinling University".
The successful upgrade and renaming will be followed by Hubei Yangtze University, Liaoning bohai university, Hebei Yanshan University and Henan Huanghe University, and Shaanxi will also welcome the famous "landmark" university-Shaanxi Qinling University.

Shangluo College, founded in 1976, is the May 7th Normal College in Shangluo City, Shaanxi Province. 1979 changed its name to Shangluo Professional Course of Shaanxi Normal University, and 1984 changed its name to Shangluo Normal University.
