Bohai university is a comprehensive university organized by Liaoning Provincial People's Government. The school is an institution that has the qualification of recommending excellent fresh graduates to study for master's degree without examination and the China government scholarship to train foreign students in China.

The school was formed on April 5, 2000 by the merger of Jinzhou Normal University and Liaoning Business School. The school is tentatively named Jinzhou Normal College. In April 2003, Jinzhou Teachers College was renamed bohai university.
