The "Opinions" require that those who apply for permanent residence in small towns will no longer implement the management of planned indicators. Local public security organs exercise the power of account examination and approval in strict accordance with the specific conditions for handling urban permanent accounts, strictly follow the principles of voluntary declaration by the masses, registration of residence accounts, and consistency between people and households, and go through the formalities of settlement in strict accordance with the procedures for account transfer. Persons who declare to settle in small towns must apply to the household registration authority where they move in with relevant certification materials; Upon examination, if the household registration authority in the place of immigration confirms that it meets the requirements, it shall be submitted to the county (city) public security organ for examination and approval.
