Xiong Bingqi (1884- 1959) was born in Jining, Shandong. Although Xiong Bingqi was a junior official in Qing Dynasty, he was the first supervisor after the return of Qingdao.

1922 On February 4th, China and Japan signed the Treaty on the Settlement of Outstanding Cases in Shandong.

"and its annex, Qingdao began to enter the countdown to return to the motherland. On March 3, Beiyang government appointed Wang Weilu to supervise the aftermath of the case, and formed a Sino-Japanese joint committee with Japanese ambassador to China, Komatsu Xiji, to continue negotiations on the Qingdao issue.

In order to create obstacles for China to accept Qingdao, the Japanese colluded with bandits headed by Sun Million and Ma Wenlong, who was entrenched in Laoshan Mountain, to create troubles and try to muddy the water in order to stay in Qingdao. After careful planning, the bandits bribed Pan Changyou, the police captain of Jimo County, a suburb of Qingdao, to capture Jimo County from the inside and demonstrate to the China government. On September 24th, at dawn, more than 800 bandits lurking outside Jimo with light equipment in advance, under the command of millions of bandits' heads and descendants, piled up firewood and set fire to the east and south gates, demanding that the officers and men guarding the city surrender. At that time, there was a regular army and a company guard of the fifth division of Shandong Army in the city. Mei Yuande, the county magistrate, was not moved by Pan Changyou's surrender, but led the army and the people to stand up with the garrison company commander Bian Shikui. People in the city took action spontaneously. They first blocked and reinforced the city gate hole with a lot of earth and stone, and then transported many angular boulders to the city head, directing them to throw at the bandits who attacked the city. Several bandits were instantly killed by flying stones in the moat. The bandits in Sunma suffered heavy casualties and gradually became exhausted. At nine o'clock in the morning, Sun Million roared, and all the bandits fled back to their hometown of Laoshan Wanggezhuang.

Li, president of Beiyang government, promulgated the Provisional Regulations on Jiaoao Commercial Port, and decided to change Qingdao into Jiaoao Commercial Port, with the commercial port supervisor as the highest official and directly under the central government. At that time, the governor of Shandong Province was appointed as the first governor of Jiaoao Commercial Port to assist Wang in taking over Qingdao. Xiong Bingqi has also made a series of preparations for taking over Qingdao. First, they arrived at Qingdao Port with the China Navy ships "Chutong" and "Haichou", and then set up a security force in Fangzi (now Weifang), named "Jiaoao Security Police Force". 165438+1October 30th, Jiaoao Public Security Police arrived in Qingdao by train from Fangzi, stationed in downtown Qingdao, Taitung Town and Licun District, and set up a temporary police office in the former site of Taigu Foreign Firm. 1922 12 10, China, on behalf of Wang, held a reception ceremony with Bi Guangwei, the last garrison commander of the Japanese army, and Akiyama Masanosuke, director of the Civil Affairs Department of Qingdao, in garrison headquarters (the former municipal government building), ending Japan's eight-year colonial rule over Qingdao.

When Xiong Bingqi took office, he immediately visited the consulates of Japan, Britain, the United States and France in Qingdao to "strive for the stability and prosperity of Qingdao". At that time, Japan's power in Qingdao was still very strong, not only with industries and expatriates, but also with the armed forces. Xiong colluded with him, plundered the people's wealth as high as 500,000 yuan, and changed the public property such as Qingdao Slaughterhouse and Jiaoao Electric Company into a "Sino-Japanese joint venture", from which he made a profit of more than/kloc-0.00 million yuan, and then handed it all over to Cao Kun as a bribe to elect the president of Cao Kun. Wu bribed the navy commander Wen Shude to betray Sun Yat-sen at the cost of 700,000 yuan, and then organized the "Bohai Fleet" to stay in Qingdao. He needs to pay/kloc-0.00 million yuan every year, and these two expenses are paid by Qingdao and Ji Jiao railways. In order to please his master, Xiong Bingqi had to increase the exorbitant taxes and miscellaneous fees, which caused people's dissatisfaction. Finally, he resigned as the supervisor of JIAO on March 3 1924.
