According to the unified arrangement of the Ministry of Education, the special plans for enrollment in rural and poverty-stricken areas are divided into three categories: national special plans, local special plans and university special plans.
(A) the national special plan
Universities directly under the Ministry of Education, universities directly under the Ministry of Education, universities outside the province approved by the Ministry of Education, Guizhou University in our province and relevant provincial universities will implement national special plans for 66 concentrated contiguous counties with special difficulties and key counties for poverty alleviation and development (referred to as poverty-stricken areas, see Annex). (2) Local special planning
Guizhou Normal University, Guizhou University of Finance and Economics, guizhou minzu university, Guizhou Medical University, Zunyi Medical College, Guiyang College of Traditional Chinese Medicine, Guizhou Normal College and Guizhou Institute of Technology face 80 counties (cities, districts and special zones) in our province (except Yunyan District, Nanming District, Huaxi District, Wudang District, Baiyun District, Guanshanhu District, Huichuan District and Honghuagang District of Zunyi City). The local special plan arranged by colleges and universities shall not be less than 3% of the school enrollment plan, and the specific number of plans will be published in the Catalogue of College Admissions in Guizhou Province.
(3) Special plans for institutions of higher learning
Colleges and universities directly under the Ministry of Education and other self-enrollment pilot colleges and universities have implemented special colleges and universities to recruit rural students in rural areas of 80 counties (cities, districts and special zones) in our province (except Yunyan District, Nanming District, Huaxi District, Wudang District, Baiyun District, Guanshanhu District, Huichuan District and Honghuagang District of Zunyi City), and each college has arranged a plan of not less than 2% of its annual enrollment plan.
Second, the qualification examination
(1) application conditions
1. The conditions for applying for the national special plan are: (1) meeting the requirements of the college entrance examination in our province; (2) I have a local household registration in the implementation area of the national special plan in our province for more than three consecutive years, and my father or mother or legal guardian has a local household registration; (3) I have been studying in the county high school where my household registration is located for three consecutive years and actually studied.
2. The application conditions for local special plans and special plans for colleges and universities are: (1) meeting the registration conditions for the college entrance examination in our province; (2) I have a household registration with my father or mother or legal guardian in the rural areas of the implementation area, and I have been registered in the local area for more than three years; (3) I have been studying in the county high school where my household registration is located for three consecutive years and actually studied. Rural areas are confirmed according to the urban-rural division standard issued by Guizhou Provincial Bureau of Statistics.
(2) Review procedures
1. Candidates applying for special programs in colleges and universities must go through the qualification confirmation procedures for special programs at the local county-level admissions office with their household registration book, original ID card and other relevant supporting materials before April 30. After the county-level admissions office confirms the qualification examination of candidates, it will report the list of qualified candidates, qualification examination form and relevant certification materials to the local city (state) admissions office; Municipalities (states) after the examination and confirmation of the admissions office, the summary list of special plans of colleges and universities, the qualification examination form and relevant certification materials shall be submitted to the provincial admissions supervision office before May 5.
2. Candidates who apply for national special plans and local special plans must go through the qualification confirmation procedures for special plans at the local county-level admissions office with their household registration book, original ID card and other relevant supporting materials before June 26. After the county-level admissions office confirms the qualification examination of candidates, it will report the list of qualified candidates, qualification examination form and relevant certification materials to the local city (state) admissions office; Municipalities (states) Admissions Office shall submit the summary list of national special plans, local special plans, qualification examination forms and relevant certification materials to the provincial admissions supervision office before June 29.
The provincial admissions supervision office shall publicize the list of candidates who have passed the final examination according to the regulations.
All localities should, according to the actual situation, refine the qualification examination methods, establish a joint examination mechanism for education and public security departments, and make full use of the public security household registration system, the middle school registration system and the college entrance examination registration system to ensure the authenticity and accuracy of candidates' household registration and registration. Education administrative departments at all levels, enrollment offices and middle schools should strictly implement the application conditions of special programs, qualification review procedures and workflows, standardize candidates' application materials, carefully review candidates' qualifications, ensure that candidates' enrollment information, paper files and middle school registration system information are consistent, and prevent qualification fraud and illegal admission.
Third, the admission work
(1) Admission batch
The admission of national special plans, local special plans and special plans of colleges and universities is arranged before the start of a batch of undergraduate courses.
(2) Enrollment policy
In principle, the minimum filing control scores of national special plans, local special plans and university special plans shall be implemented according to the minimum filing control scores of the batch where the enrollment school is located. If the number of people in the same batch is insufficient, candidates will be recruited, and the unfinished plan after volunteering can be appropriately reduced under the lowest score line of the same batch according to the vacancy and the situation of students, from high score to low score.
Fourth, optimize services.
Education administrative departments at all levels and enrollment offices should arrange qualification examination procedures reasonably to provide more convenient and effective service for candidates. All relevant colleges and universities should further optimize the enrollment professional structure, expand the professional coverage, and strive to meet the professional development needs of candidates. It is necessary to optimize the selection method to facilitate candidates from rural and poverty-stricken areas to apply for the exam. It is necessary to increase financial aid for students from poor families. Education administrative departments at all levels, admissions offices, relevant universities and middle schools should increase enrollment publicity, carry out enrollment publicity through multiple channels and forms, and guide candidates to actively apply for the exam.
Fifth, strict discipline.
Education administrative departments at all levels, admissions offices, relevant universities and middle schools should strengthen organization and leadership, strengthen the cooperation and cooperation of education, public security and other departments, improve working methods, strictly implement relevant enrollment policies and regulations, thoroughly implement the sunshine project of college enrollment, and earnestly do a good job in publicizing enrollment information and candidates' qualifications.
All localities should improve the supervision mechanism, strengthen the supervision and inspection of the whole process of enrollment in rural and poverty-stricken areas, strictly enforce the discipline of enrollment, implement the accountability system for enrollment, strengthen the work of letters and visits, and properly handle all kinds of letters and visits in a timely manner, so that everything is settled and everything is echoed. Fraud, black-box operation, favoritism and other irregularities in the enrollment of special plans should be found together and investigated together. Candidates who forge, alter, tamper with or falsify household registration information, or who fraudulently apply for special programs in other ways, as well as schools, units and individuals who violate the rules in the process of examination and admission, should be dealt with severely in accordance with the relevant provisions of the Education Law. The Measures for Handling Violations in National Education Examinations (Order No.33 of the Ministry of Education) and the Interim Measures for Handling Violations in Enrollment of Ordinary Colleges and Universities (Order No.36 of the Ministry of Education) shall be investigated for the responsibilities of the parties and relevant personnel according to law. Suspected of a crime, transferred to judicial organs for legal responsibility. The public officials who violate the rules and regulations should be dealt with severely according to the regulations on disciplinary actions of the Party in China, the regulations on disciplinary actions of civil servants in administrative organs, and the Interim Provisions on disciplinary actions of staff in public institutions.
