The state practices the military service registration system. Military service registration includes initial military service registration and reserve registration.
Before December 31st each year, male citizens who have reached the age of eighteen shall make their first military service registration in that year according to the arrangement of the military service organs.
State organs, public organizations, enterprises and institutions, and people's governments of townships, nationality townships and towns shall, according to the arrangements of the military service organs of the people's governments of counties, autonomous counties, cities not divided into districts and municipal districts, be responsible for organizing male citizens of school age in their own units and within their respective administrative areas to make their first military service registration.

The number, frequency, time and requirements for the annual recruitment of soldiers in active service throughout the country shall be stipulated by the orders of the State Council and the Central Military Commission (CMC).
The local people's governments at or above the county level shall organize military service organs and relevant departments to set up conscription agencies and be responsible for organizing and implementing conscription work. Citizens who meet the requirements for recruitment after preliminary examination in military service registration for the first time are called eligible citizens.
