The plan has been implemented since 2003. According to the methods of open recruitment, voluntary registration, organization selection and centralized dispatch, a certain number of fresh graduates or graduate students from ordinary colleges and universities will be recruited every year to carry out 1-3 years of voluntary services in education, health, agricultural technology and poverty alleviation.

According to the Notice on Implementing the Volunteer Service Plan for Western College Students (Zhongqinglianfa [2003] No.26) and the Notice on Doing a Good Job in the Volunteer Service Plan for Western College Students in 2004 (Zhongqinglianfa [2004]16), According to the Opinions of the Central Office and the State Council on Guiding and Encouraging College Graduates to Face Grassroots Employment (No.2005 of the Central Office18) and the Notice of the General Office of the State Council on Strengthening the Employment of College Graduates (No.3 of the State Council's Office [2009]), in 2009, in addition to enjoying the preferential employment policies for college graduates stipulated by the state, volunteers of the college students' voluntary service plan for the western region will also be given the following policies.

1. Financial guarantee. During the period of voluntary service, the central government gives some subsidies. The living allowance is RMB 1 1,000 per person per month. At the same time, people can enjoy the allowance for hard and remote areas according to their working place (according to the Implementation Plan for Improving the Allowance System for Hard and Remote Areas issued by the Ministry of Personnel and the Ministry of Finance, 984 counties, cities and districts in China are included in the implementation scope of the allowance for hard and remote areas, and the monthly allowance standard is: first-class area 1.2 yuan, second-class area 2 1 yuan, and third-class. Service units provide volunteers with necessary living conditions such as accommodation.

2. In order to strengthen the management of volunteers, during the period of volunteer service, accounts and files are kept in the school; After the expiration of the service period, volunteers will implement their work units through two-way selection, and the school will issue registration cards.

3. Those who have volunteered for 1 year and passed the examination can apply for civil servants as college graduates. Those who apply for the central authorities and civil servants in the eastern and central regions will be given priority under the same conditions; Those who apply for civil servants in the western region have a total written test score of 5 points.

Those who have less than 1 year of volunteer service can apply for civil servants as social workers, but they do not enjoy relevant preferential policies.

4. Those who have completed volunteer service for 2 years and passed the examination will apply for graduate students within 3 years, with a total score of10; Priority admission under the same conditions.

5. During the volunteer service of the Western Plan, the volunteer insurance is guaranteed by the National Project Office, and the premium is 350 yuan per person. This insurance is a comprehensive insurance for college students to voluntarily participate in the western plan.
