In order to facilitate the party organization to train, educate and inspect them, students at school should apply to the school party organization to join the party; If the school has not established a party organization, students can apply to the party organization in their place of residence, the party organization in the place where the school is located or the party organization in charge of the school, but the opinions of the school must be sought when developing party member.

Unemployed, unemployed or self-employed people who want to join the party should generally apply to the party organization in their place of residence; Those who have joined the self-employed workers' association request to join the party, or they may apply to the self-employed workers' association or the party organization of its competent department for membership. Party organizations that accept applications to join the Party are responsible for training, educating and inspecting them, and recruiting them to join the Party when they have the conditions in party member.

The development of party member in different places (joining the Party in different places) refers to the personnel who leave their original domicile for reasons such as going out to work, doing business and living (excluding going to school and performing military service), and are absorbed into the party member team by party organizations outside their domicile according to the procedures for developing party member.

Overseas students who have gone abroad for less than two years generally do not work to develop party member; Those who have been abroad for more than two years may apply to the overseas students or the party organizations of Chinese-funded institutions and labor service companies to join the Party. To develop party member among international students and faculty, we should adhere to standards, ensure quality and strictly join the Party.

Party organizations that accept applications to join the Party should strengthen the training, education and investigation of applicants to join the Party through various forms, paying special attention to the investigation of political consciousness and moral quality. Before they are admitted to the party, they should seek the opinions of the party organizations of relevant domestic units.

Where the host country is special or party member is scattered, and the party organizations of overseas students and foreign labor service companies have not been established, they should apply to the party organizations of relevant domestic units for joining the Party.
