The Measures for Electronic Registration of Students' Status in Colleges and Universities was promulgated by the Ministry of Education on August 29th, 20 14. It is stipulated that all students with higher education must register their freshmen's education, students' academic year and graduates' (graduates') education certificates from September 29th, 20 1 year.

The "Measures" stipulate that academic certificates issued by institutions of higher learning (including graduation certificates of higher education self-study exams) shall be registered electronically. The method emphasizes that colleges and universities can only issue and register graduation certificates for students who have obtained and registered their school status.
