Ju Changfu was originally a retiree from the Bureau of Retired Veteran Cadres of Jinzhong Municipal Committee. 1987, the first university for the aged in Taiyuan was established. The good news reached Ju Changfu's ears. While he was happy to establish such an old-age university, he couldn't help thinking: Taiyuan already has an old-age university, but why hasn't Jinzhong? When can counties and cities have their own universities for the aged? Finally, the opportunity came. In order to provide a broad learning space for the elderly, Jinzhong will also set up a university for the elderly in Yuci District. Because it is always eager to serve old comrades, the leaders of the Bureau of Retired Veteran Cadres decided to let him do the preparatory work. Ju Changfu accepted this long-awaited task in his excitement.

Although he promised to plan and prepare for the university for the aged, it can be implemented in detail. However, Ju Changfu found many difficulties and finally made much more efforts than he expected. Due to lack of funds, the school didn't have its own school premises and rules and regulations at first. There are gaps in what courses to offer and in hiring teachers, let alone enrolling students.
To this end, Ju Changfu himself made a mass questionnaire and student registration form to conduct a thorough investigation of the people in the streets. He also went to more than 20 places in the city to choose the school site, and finally rented the conference room on the second floor of Admiralty Hotel, and personally entrusted the Federation of Literary and Art Circles to help hire first-class teachers at the provincial (city) level. Because there were no textbooks in the school, he went to the relevant departments to negotiate the ordering of textbooks. There was no blackboard in the classroom, so he bought it and brushed it clean. With the efforts of Ju Changfu, the school is constantly developing and improving. Subsequently, Shouyang, Yushe, Pingyao, Taigu and other counties also established universities for the aged under the specific guidance of Ju Changfu.

Since 2005, under his influence, various communities have set up community activity rooms for the elderly to enrich the lives of retirees. In Tao Yang Village, yunzhu Town, Yushe County, Ju Changfu learned that many old peasant comrades do not take part in any activities after retirement, and when they are busy with farming, their leisure life is very boring. Therefore, he negotiated with the village committee and invested more than 2,000 yuan to build an elderly activity room with a square meter of 100 in the village, and helped to lay tiles, install glass and paint the walls. He also paid for the old comrades to buy mahjong, billiards, chess, tables and chairs, televisions and various books. The establishment of the activity room for the elderly has attracted the attention of many villagers, and thirty or forty people gather here every day during the slack season.
He took pains to visit and rush about to solve the housing accumulation fund for early retired cadres.
In order to help early retirees solve the housing accumulation fund problem as soon as possible, Ju Changfu traveled all over the city, negotiated with many units, and wrote letters to the leaders of relevant departments of the municipal party committee. Over the years, he has settled the housing accumulation fund of nearly 444,000 yuan for 109 veteran cadres, of which 19285 yuan received the most replacement funds. This move has been well received by old comrades.
Building a cultural corridor, he has always liked dancing and writing.
In order to make the school have a strong cultural atmosphere, Ju Changfu compiled the Convention on Residents' Civilization. Since 2006, he called on all family members to actively eradicate small advertisements in the corridor, paint and beautify the walls, set up convenience service columns, and provide air tickets, car tickets and other services. In his spare time, Ju Changfu often writes some jingles and poems to describe his life, so as to motivate himself to seek more benefits for old comrades.
