In order to better meet the needs of social development, further implement Scientific Outlook on Development, and make due contributions to building a "multi-disciplinary and high-level university with distinctive characteristics", this plan is formulated according to the Outline of the National Medium-and Long-term Education Reform and Development Plan, the Twelfth Five-Year Career Development Plan of Henan Polytechnic University, and the reality of the Academy of Law.

I. Development during the Eleventh Five-Year Plan period

(1) The development status and major achievements of the College.

1. University status

On March 20 1 1, the school decided to set up a grammar school, which was formed by the merger of the Chinese Department of the former College of Literature and Media and the Law Department of the former College of Political Science and Law. The basic situation of the college is as follows:

The Law School has Chinese Department, Law Department and College Chinese Teaching and Research Section. There are two undergraduate majors (law and Chinese language and literature), undergraduate 7 1 1.

There are 49 teachers in the Faculty of Law, including professors 1 person, 6 associate professors and senior engineers 1 person. Teachers with senior titles account for 16.3% of all teachers. 40 lecturers, accounting for 81.6% of the total number of teachers; There are 0/9 doctors/kloc, accounting for 38.8% of the total number of teachers, 4 doctors, accounting for 8% of the total number of teachers, and 30 masters, accounting for 6 1.2% of the total number of teachers.

The College of Arts and Sciences has two key disciplines of modern and contemporary literature in China and ancient literature in China, a key research base of humanities and social sciences-Huaichuan Culture College, and an existing reference room, one dedicated to the mock trial of law majors in mock trial and one workstation of Jiaozuo Legal Aid Center. In addition, teachers in our college also undertake the teaching tasks of college Chinese and some elective courses of humanistic quality.

2. Main achievements

Since the establishment of the Academy of Law, a series of management systems have been established and improved, such as the joint meeting system of the party and government, the system of teachers' congress, the method of scientific research funding, the system of young teachers' trial lectures, the system of young teachers' guidance, and the system of leading cadres' attendance, thus ensuring the orderly development of teaching and scientific research.

In recent years, teachers of Law and Law School have undertaken 2 provincial (ministerial) projects and 36 departmental projects, including the National Social Science Fund, the Humanities and Social Science Fund of the Ministry of Education and the Provincial Philosophy Planning Office. He has published more than 300 academic papers and monographs in literary criticism, literary heritage, literary contention, modern literature research series and a dream of red mansions.

1. There are more than 20 professors and doctors in our college, which has strong teaching and scientific research capabilities. However, due to various reasons, the progress of master's degree construction is slow, which seriously restricts the development of our college.

2. The existing office buildings are small in area and quantity, and the investment in teaching resources is not enough, which cannot meet the needs of rapid development.

As a newly established department, the level and quantity of scientific research achievements need to be improved.

4. Teachers are young and lack of teaching experience, and their scientific research ability needs to be tapped and improved.

5. The weak foundation of law specialty, and the serious lag of discipline construction, teaching staff, platform construction and scientific research conditions have become the bottleneck problems restricting the rapid development of law specialty.

Two. Opportunities and Challenges in the Twelfth Five-Year Plan Period

1. The state and the Ministry of Education attach great importance to the study of philosophy and social sciences, and their support is constantly increasing. The Outline of the National Medium-and Long-Term Education Reform and Development Plan emphasizes the need to vigorously carry out research on philosophy and social sciences and "implement the prosperity plan of philosophy and social sciences in colleges and universities". The national level attaches great importance to the prosperity and development of philosophy and social science research, which provides a good macro environment for the development of philosophy and social science in schools.

2. The great development of higher education in Henan Province provides a good social environment for the development of law schools. To achieve the great goal of the rise of the Central Plains, we need strong intellectual support and talent guarantee. In recent years, Henan province has vigorously implemented the strategy of rejuvenating Henan through science and education and strengthening the province with talents, and taken effective measures to promote the rapid and healthy development of higher education in our province. The establishment and development of law school coincided with the right time.

3. The great attention and strong support of the Party Committee and the school administration have provided a strong guarantee for the development of the college. In recent years, in the process of developing into a multi-disciplinary and high-level university with distinctive characteristics, the school has given strong support to liberal arts disciplines from the aspects of policies and systems. On the basis of the mature development of engineering, especially coal-related disciplines, law school, as a newly established department, has provided a new discipline growth point for the further development of the school, which will surely be strongly supported by the school.

4. The successful experience of the development of brother colleges inside and outside the province provides useful reference for grammar colleges. The development of our college has just started, and the development of similar majors in brother colleges inside and outside the province is relatively mature. The mature development of similar majors provides reference experience for grammar schools to achieve leap-forward development.

5. The United and enterprising teachers provide strong intellectual support for the development of law school. The existing teachers in law school are young, enthusiastic, enterprising and have great development potential, which provides a strong internal motivation for the scientific development of law school. 1. This school belongs to an engineering college. For a long time, a perfect and effective management mode has been formed in engineering colleges, but there are many problems such as the development ideas and management mode of liberal arts, and the campus environment suitable for the development of liberal arts has not been fully established.

2. The foundation of law school is weak, and there is a certain gap compared with similar majors in brother colleges in the province. At the same time, under the background of the great development of higher education in our province, the competition between schools and disciplines is fierce. If you don't advance, you will retreat, and if you advance slowly, you will retreat. It is a great responsibility and arduous task for the Academy of Law to realize the leap-forward development.

3. The faculty of law and law school is relatively young, lacking high-level and high-level leading talents with academic influence in the whole country. The average age of teachers in our college is only 32 years old. Many teachers have just graduated from Ph.D. and have certain scientific research potential, but there are some problems such as insufficient teaching experience and scientific research ability to be tapped and improved.

4. Scientific research lacks high-level and high-level scientific research achievements, the academic direction is too scattered, teachers' awareness of scientific research team is not strong, and there are not many major projects, major topics and landmark achievements, so the construction of scientific research team needs to be strengthened urgently.

5. The professional structure is not reasonable and the development is unbalanced. The existing two majors cannot support and promote each other, and the teaching resources cannot be fully enjoyed.

The teaching level, teaching achievements and scientific research level of Chinese language and literature have great influence in Henan, ranking among the top ten universities in Henan Province.
