Article 1 The Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and the relevant provisions of the Ministry of Education, in combination with the actual situation of the school, in order to standardize the enrollment of undergraduates and ensure the normal and smooth enrollment of undergraduates.

Article 2 Beijing University of Posts and Telecommunications is a national key university directly under the Ministry of Education. It is a public full-time ordinary college. In 20 17, it was selected as a "double-first-class" construction university to train all kinds of senior professionals, including undergraduates, master students and doctoral students. Ordinary undergraduates who meet the graduation requirements of this major within the specified time shall be awarded the undergraduate diploma of ordinary colleges and universities with the name of "Beijing University of Posts and Telecommunications"; Those who have obtained the graduation certificate and meet the relevant provisions of the state and the school on degree granting will be awarded the bachelor's degree certificate of full-time general higher education of Beijing University of Posts and Telecommunications.

Article 3 The existing schools are Xitucheng Road Campus, Shahe Campus and Hongfu Campus: Xitucheng Road Campus is located at Xitucheng Road 10, Haidian District, Beijing; Shahe Campus is located in Shahe Higher Education Park, Changping District, Beijing, about 25 kilometers away from Xitucheng Road Campus. Hongfu Campus is located in Zhenggezhuang, Beiqijia Town, Changping District, Beijing, about 2 1 km away from Xitucheng Road Campus. The first, second and third grades of students of grade 2020 are arranged in Shahe Campus, and the teaching arrangement place of the fourth grade of each major is determined according to the school planning arrangement.

Chapter II Organizational Structure and Responsibilities

Article 4 The enrollment work shall be organized and implemented by the provincial admissions committees under the unified leadership of the Ministry of Education in accordance with the requirements of "the school is responsible for enrollment and supervision".

Article 5 According to the relevant regulations of the Ministry of Education, a leading group for enrollment is established, which is composed of secretaries, principals and heads of relevant departments, and is responsible for the undergraduate enrollment of the whole school. Under the leadership of the school enrollment leading group, the undergraduate enrollment Committee supervises and makes decisions on the important links of undergraduate enrollment. As a permanent institution, the Admissions Office coordinates and handles the daily affairs of undergraduate enrollment.

Article 6 The Admissions Office shall, according to needs, set up enrollment working groups in all provinces (autonomous regions and municipalities directly under the Central Government) to be responsible for enrollment publicity and consultation in their respective regions.

Chapter III Enrollment Plan

Eighth strictly implement the enrollment scale approved by the state. According to the relevant regulations of the Ministry of Education, in line with the principle of striving to promote regional coordinated development and educational equity, combined with factors such as the preparation of school enrollment plans in recent years, the number of applicants for college entrance examinations in various places, and the quality of enrollment, the enrollment plans are comprehensively analyzed and formulated by provinces and majors.

Article 9 The reserved plan shall not exceed 1% of the total number of undergraduate enrollment plans of our school, and shall be used to adjust the imbalance of students on the online entrance examination for all localities.

Chapter IV Enrollment Principles

Article 10 The enrollment work of Beijing University of Posts and Telecommunications will fully implement the spirit of the relevant documents of the Ministry of Education, and conduct a comprehensive assessment of candidates' morality, intelligence, physique, beauty and labor based on the principles of fairness, justice and openness, and select the best candidates.

Article 11 on the speed ratio. According to the enrollment plans of provinces (autonomous regions and municipalities directly under the central government) and the situation of students, the proportion of file transfer is determined, and the proportion of file transfer is generally controlled within 120% of the enrollment plan. In the provinces where parallel volunteer is implemented, the adjustment ratio is generally controlled within 105% of the enrollment plan.

Article 12: About withdrawing files. For parallel volunteer's filing batches other than special enrollment types such as college special programs, ethnic minority preparatory courses, Hong Kong, Macao and Taiwan Federation of Returned Overseas Chinese, and high-level art troupes, if the candidates pass the physical health examination, and if the candidates obey the professional adjustment, our school will not return the file after filing; Candidates who do not obey the professional adjustment, and the reported professional volunteers have been fully recorded, will be dismissed.

Article 13 Solicit volunteers. According to the batch of volunteers, if the number of the first volunteer candidates is insufficient, our school will recruit non-first volunteer candidates from high scores to low scores in the corresponding filing control line according to the enrollment policies of relevant provinces until the enrollment plan is completed; If the number of qualified non-first-choice candidates is still insufficient, volunteers will be collected. According to the batch submitted by parallel volunteer, the unfinished enrollment plan solicits volunteers. If the enrollment plan is not completed after collecting volunteers, the remaining plans will be transferred to other provinces with better quality of students.

Article 14 on physical examination. The implementation of the Ministry of education, the Ministry of health, the China Disabled Persons' Federation issued the "Guiding Opinions on the Physical Examination of Enrollment in Colleges and Universities" and related supplementary provisions. According to the characteristics of major (category), color-blind candidates cannot apply for applied physics and digital media art, and are not suitable for communication engineering (large-scale enrollment), electronic information, computer, science and technology and creative design experimental classes.

Article 15 on foreign languages. According to the training requirements of various majors (categories), English and Japanese majors only recruit candidates whose foreign language is English; Some courses such as software engineering, digital media art, telecommunications engineering and management, e-commerce and law, and Internet of Things engineering are taught in English. Non-English candidates are advised to apply carefully. Other majors (categories) are not limited to foreign languages.

Article 16 About previous students and the ratio of male to female. When accepting students, both students and freshmen are treated equally, and the ratio of male to female is not limited.

Article 17 Chinese-foreign cooperation in running schools.

Beijing University of Posts and Telecommunications has 44 undergraduate majors this year, among which 3 majors are Chinese-foreign cooperative education: telecommunications engineering and management, e-commerce and law, and Internet of Things engineering.

Our Chinese-foreign cooperative school enrolls students in batches in the name of "Beijing University of Posts and Telecommunications (Hongfu Campus)", and is awarded the graduation certificate of Beijing University of Posts and Telecommunications, the bachelor's degree certificate of Queen Mary University in London, England and the bachelor's degree certificate. See Article 3 of the Articles of Association for the teaching arrangement of students majoring in Chinese-foreign cooperative education.

Article 18 on admission and bonus points. Candidates who enjoy extra points in the policy are admitted by the provincial admissions offices according to the regulations (the enrollment types that do not make provincial plans are not applicable). When arranging majors, the actual college entrance examination results of candidates without extra points are the main admission basis, and there is no grade difference between professional volunteers.

When enrolling students in the same major (category), if the actual scores of candidates in the college entrance examination are the same, those who get extra points in the admission policy and high scores in related subjects will be given priority in turn.

For the provinces that are not reformed by the college entrance examination, the order of the scores of related subjects is as follows: science and engineering majors (classes) compare mathematics and science in turn, literature and history majors (except English and Japanese majors) compare China and foreign countries in turn, and English and Japanese language majors compare English and Chinese in turn.

For Beijing, Tianjin, Shanghai and Hainan, the comparative order of related subjects is as follows: the majors (categories) whose subjects are physics compare mathematics and physics in turn; the majors (categories) without subject requirements (except English and Japanese) compare China and foreign countries in turn; English and Japanese compare English and Chinese in turn.

For Zhejiang and Shandong, two provinces that have carried out college entrance examination reform, the enrollment examination institutions in each province will directly file their majors according to their relevant regulations.

Nineteenth on the reform of college entrance examination for candidates in various provinces. Candidates in the province of college entrance examination reform must apply for our school in accordance with the requirements of the selected subjects of our school's enrollment major (category) announced by the education administrative department of the province where they are located, and the enrollment examination institutions of the province where they are located shall file for the record according to their relevant regulations.

Candidates' comprehensive quality evaluation information will be used as admission reference.

Article 20 about candidates in Jiangsu Province. When the college entrance examination is accepted, the minimum level of subjects selected for the academic level examination is AB+, and all required subjects are qualified. After entering the file, the admission method is to score first and then score. Compare the scores of college entrance examination, arts and sciences awards, elective subjects and mathematics subjects in turn. The priority order of grades from high to low is A+A+, A+A, A+B+, AA, AB+. Candidates of national special programs, special programs of colleges and universities and high-level art troupes must also meet the above requirements.

Twenty-first on the Inner Mongolia Autonomous Region candidates. Inner Mongolia Autonomous Region implements the admission rule of "queuing for admission according to professional volunteers within the enrollment plan 1: 1".

Twenty-second about special types of candidates. The recruitment of candidates and art candidates who have been recognized by our school as qualified for special programs of ordinary universities, high-level art troupes or high-level sports teams shall be carried out in accordance with the relevant regulations of the Ministry of Education, the provinces where the candidates are located and our school.

Article 23 in the admission notice. After receiving the list of candidates approved by the Provincial Admissions Office and stamped with the special seal for admission, our school will send the admission notice issued by the president of our school to the admitted candidates.

Twenty-fourth freshmen, in accordance with the relevant provisions of the state and the school entrance qualification examination. Students who fail to pass the review shall be dealt with according to the relevant provisions of the enrollment work.

Chapter V Others

Twenty-fifth tuition standard in 2020: information management and information system, business administration, e-commerce, public enterprise management, law, postal management (Internet and smart logistics) 5000 yuan/year; The software engineering major costs 5,500 yuan/year for the first and second grades, and starts to be charged according to credits in the third grade. The third and fourth grades * * * need to take 80 credits, 400 yuan/credit; 70,000 yuan/year for telecommunication engineering and management, e-commerce and law, and Internet of Things project; Digital media art major 1 10,000 yuan/year, other majors (categories) 5500 yuan/year. In addition, different standards of accommodation fees will be charged according to different accommodation conditions, with the highest standard not exceeding 1.500 yuan/year.

Article 26 The school has established a complete funding system of "Award, Help, Loan, Diligence, Supplement and Supplement" to ensure the all-round growth of students from poor families. There is a "green channel" for freshmen when they enter school to ensure that freshmen with financial difficulties can enter school smoothly.

Chapter VI Supplementary Provisions

Twenty-eighth enrollment work to implement the "sunshine project", the school discipline inspection and supervision department is responsible for the supervision of undergraduate enrollment. The school does not entrust any intermediary agencies to enroll students, and it is strictly forbidden to charge fees linked to enrollment, and seriously investigate and deal with acts of obtaining admission qualifications by cheating, bribery and other improper means. Article 29 If there is any conflict between the previous requirements and regulations of the school on enrollment and these Articles of Association, these Articles of Association shall prevail. In case of any conflict between the Articles of Association and national laws, regulations and superior policies, the latter shall prevail.
