The civic school has changed from an unknown name to a resounding brand of Chongqing volunteer service that street communities and ordinary people can't do without. Along the way, we constantly explore and summarize in practice, gradually enrich the connotation, and mainly follow the "three stresses" thought.
The first is to grasp the terminal, ground the gas, and regard the community as the most basic and cutting-edge working platform for volunteer service in the new era.
After 22 years of development, youth volunteer service has become an important measure to serve the construction of socialist spiritual civilization, help young people grow into talents, improve social mobilization mechanism and promote the development of the Communist Youth League. While seeing the development, we are also soberly aware of the numerous challenges and problems we are facing at present, such as: more voluntary service projects and fewer high-quality products; "A little water" helps a lot, but there are few normalized and continuous services. To put it in an image, it is "more catwalks, less attention."
How to solve these challenges and difficulties? We think the breakthrough point is in the community. Community is the basic cell of society and the basic unit of social governance innovation. It has become normal for "unit people" to become "community people" and "social people". Both the supplier and the demander of volunteer service originated from the community, and the project activities finally settled in the community. Grasping the terminal of the community, we have grasped the "bull nose" of contacting and serving ordinary youth, solved the most urgent and fundamental problem of the connection between supply and demand of volunteer service, and opened up the "last mile" of volunteer service, thus promoting the normalization, convenience and institutionalization of volunteer service.
The second is to grasp the characteristics, create brands, integrate resources, and fully promote the construction of urban and rural community civic schools.
(A) demand-oriented planning of volunteer service projects. In the planning of volunteer service projects, we should first follow the principle of precise docking between supply and demand. Volunteer service projects in civic schools are not designed for granted. The first thing social workers and volunteers do when they go to civic schools is to "sweep the building". They should go into the family, visit and investigate, earnestly grasp the needs of residents, adjust measures to local conditions, and design volunteer service projects in combination with reality, so that volunteer service projects will become the hearts of community residents. The second is to grasp the principle of easy replication and promotion. We don't engage in tall projects, but pay attention to practical popularization on the basis of respecting the initiative of grassroots. A library of more than 70 voluntary service projects in 6 categories has been established for citizens' schools to carry out activities selectively. The third is to highlight the principle of continuity. This persistence is embodied in "two legs". The first stop is to promote the government to purchase public services, and the second stop is to use the platform of Youth Volunteer Service Foundation to raise funds to support the sustainable operation of volunteer service projects in citizen schools.
(2) Solve the inverted pyramid problem with the concept of "volunteers go to the community and volunteers come from the community". * * * The Communist Youth League resources are distributed in an inverted pyramid shape, and the more they reach the grassroots level, the scarcer they are. In order to solve this problem, we have implemented the working mode of "full-time and part-time league cadres+social workers+volunteers" in the construction of civic schools, in which their respective roles are different. League cadres mainly play the role of guiding the direction, building a platform and attracting resources; Social workers mainly give play to the advantages of professionalism and specialization, give play to the guiding role of volunteers, and turn the disorderly state of volunteers into an orderly state. At the same time, we strongly advocate the concept of "volunteers go to the community and volunteers come from the community". In this concept, we can realize it in two stages. At the beginning, we advocated "volunteers entering the community" and guided members of the Youth Federation, young entrepreneurs, doctoral service groups and college students to enter the community to carry out volunteer service activities through certain organizational mobilization mechanisms. When volunteers come to the community, they bring not only volunteers' human resources, but also organizational resources and project resources. In the deepening stage, we advocate that "volunteers come from the community". Through the demonstration and guidance of volunteers in the previous paragraph, we can stimulate the endogenous motivation of the community and call on more community residents to join the ranks of volunteers and participate in volunteer service activities. In this way, the object of work is transformed into the power of work, which is also one of our basic ideas. In these two stages, "volunteers go to the community" is a demonstration and a foreshadowing, while "volunteers come from the community" is our ultimate goal and a continuous driving force.
(3) Develop an information platform with citizen schools as the terminal to realize the standardized management of volunteers. We developed the volunteer information management system of "Love Savings Office" with the citizen school as the terminal. The network management of volunteers from registration, recruitment to service duration record and volunteer service demand release has been realized. According to the length of volunteer service, determine the star rating and print the certificate online. Just now, Secretary Liu Gang of Shanghai also said that many people used to come to us because children needed proof of volunteer service to study abroad. Now they can print their certificates directly on the Internet through the "Love Savings Bank" and affix the official seal of the Volunteer Service Guidance Center as a strong proof of their participation in volunteer service. Through the citizen school love exchange supermarket, you can also exchange love, convert volunteer service time into love points and convert them into daily necessities. "Love Savings Bank" gradually realizes the function of "O2O", online citizen schools release demand information, and offline volunteers enter citizen schools to carry out volunteer service activities.
(d) Results-oriented youth assessment mechanism. "Gold cups and silver cups are not as good as the reputation of ordinary people." In the construction of civic schools, in fact, what we are most concerned about and valued is the evaluation of our voluntary service by the community. We believe that the work of the League should be evaluated by the masses, and the "satisfaction" of the masses is the starting point and the end result of our work. Last year, the Communist Youth League Committee of Chongqing introduced a third-party independent organization, and conducted a sample survey on 2 1% of 43 civic schools in the city according to the effective sample size of the actual number of residents in the community. The results of the opinion poll surprised us. The average awareness of citizen schools reached 2 1.85%, and the average satisfaction reached 60.38%, which exceeded our expectations. At the same time, we also ranked the scores of civic schools, linked the poll results with the assessment, and applied the results to the financial subsidies for civic schools, and earmarked 3 million yuan to reward the top 1/3 civic schools.

"The youth league that I haven't seen for many years is back", which is the evaluation of the citizen school by an ordinary community resident. The full opening of civic schools has achieved "the development of voluntary service, the promotion of the influence of the league, the benefit of the community and the popularity of the party Committee and government."
