The first step is to set up a "double-first-class" construction expert committee according to the "Overall Plan" and "Implementation Measures", give full play to the role of high-level strategic experts, and specifically undertake the selection, identification and evaluation of construction plans.
The second step, relying on the expert committee, based on disciplines, determines the selection criteria, and generates the list of universities to be built and disciplines to be built. It is divided into three parts: first, comprehensively consider the authority, influence and recognition of the third-party evaluation, and demonstrate and determine the results of the third-party evaluation; Then, based on the evaluation of Chinese characteristic disciplines, especially the evaluation that reflects the talent cultivation and the level of disciplines, with appropriate reference to international evaluation, and taking into account the national strategy, the urgent needs of industry regions, irreplaceable and other factors, this paper demonstrates the formation of the accreditation standard for the construction of first-class disciplines in colleges and universities; Finally, according to the evaluation criteria, the list of 137 first-level discipline construction universities was selected, and the disciplines to be built were generated accordingly.
On the basis of the list of suggestions for the construction of first-class universities, through comprehensive evaluation and demonstration, this paper puts forward some suggestions for the construction of 42 first-class universities. The construction of first-class universities is based on first-class disciplines, paying attention to the overall construction and key construction of schools, and comprehensively improving the level of personnel training and innovation ability; The construction of first-class disciplines in colleges and universities focuses on the construction of superior disciplines and promotes the development of characteristics. Since then, according to the recommendation of the expert committee, the three ministries and commissions have deliberated and determined the list of "double-first-class" universities and disciplines to be built.
The third step is to determine the construction plan of the proposed university. The construction plan of the proposed institution of higher learning shall be submitted to the three ministries and commissions after being audited by the provincial people's government or the competent department. The expert committee deliberates and consults the construction scheme of the proposed university, firstly, firmly controls the political situation, secondly, adheres to the comprehensive evaluation and connotation development orientation, and puts forward specific opinions on the construction scheme one by one. After research by the three ministries and commissions, the relevant universities will be informed to revise and improve the construction plan according to the opinions solicited, and the revision and improvement will be inspected.
Fourth, according to the opinions of the expert committee, the three ministries and commissions studied and determined first-class universities and first-class disciplines to build universities and disciplines, and submitted them to the State Council for approval.
