Executive power comes from the concept of enterprise management and is widely respected in the business community. 1. The main problems existing in the execution construction of grass-roots league organizations in colleges and universities and the specific requirements for strengthening the construction of grass-roots league organizations under the new situation

On the whole, although grass-roots league organizations in colleges and universities in China have realized the significance of changing the methods and forms of ideological and political education, and the importance of realizing people-oriented, strengthening service awareness and strengthening learning, there are still deviations in understanding, execution and measures in how to change awareness, strengthen learning and enhance league members' awareness. Specifically, it is mainly manifested in the following aspects:

First, the concept is vague. When college students enter colleges and universities, most of them are already Communist Youth League members. This kind of organizational popularization should have been beneficial to the work of the League, but in fact, this kind of popularization objectively caused a vague sense of the League members, thinking that they are ordinary people, not representatives of outstanding young people. Therefore, it is a platform in daily words and deeds, a platform for all members to complete their work and study, or a place where learning takes place. Therefore, we believe that the elements that constitute the learning-oriented Communist Youth League organization are league members, knowledge, learning, technology and branches, and each element constitutes a subsystem of the learning-oriented Communist Youth League organization system. In the learning organization system model composed of these five elements, learning is the core, knowledge and technology are the guarantee to improve learning quality, and league organization and league members are the basis to expand and strengthen learning influence. These five subsystems interact and support each other. If any subsystem is vacant or weak, the effectiveness of other subsystems will be greatly reduced.

2.2 Characteristics of a learning organization.

First, learning organizations are more eager for knowledge.

From the perspective of system theory, an organizational system can only maintain its own virtuous circle by constantly exchanging energy and information with the outside world. With the rapid development of social economy, especially when mankind enters the era of information explosion, the exchange of energy knowledge and information between an organization system and the outside world has greatly increased, and the frequency of exchange has obviously accelerated. If an organization system exchanges too little and too slow energy knowledge information with the outside world, then this organization system will be exhausted or even eliminated by the times. In this sense, compared with the original league organization, the learning league organization should be a league organization that can adapt to this kind of environmental change, and its internal requirements and impulses for absorbing, digesting and innovating external knowledge and information will be stronger, so as to continuously gain its own development and growth momentum.

Second, learning organizations have more complete learning functions.

Promoting innovation by learning and taking learning as the source of innovation is a major feature of organizations at all levels in our regiment. Undoubtedly, the requirements of league organizations for themselves should be consistent with the needs of the party and the country. * * * The Youth League brings together outstanding young people from our country and nation, and unites and leads the vast number of young people who are at the forefront of the times. This is the most creative and pioneering team. In the journey of the new century, organizations at all levels of the Communist Youth League must forge their own ability and skills to develop and process learning resources, in order to have higher, stronger and more lasting innovative functions.

Fourthly, the learning-type youth league organization has a stronger self-improvement function.

The construction of the Communist Youth League organization is an important link in the construction of the Communist Youth League, including the development of the organization itself, the education and management of league members, the appointment and dismissal of cadres and many other aspects. With the continuous growth of the Communist Youth League, especially with the deepening of China's reform and opening up, and the influx of various western ideas, it has had a tremendous impact on the whole society, especially the contemporary youth, making the development and self-improvement of the Communist Youth League organizations face many opportunities and challenges. 3. The necessity of establishing grass-roots learning organizations in colleges and universities

3.2 The establishment of learning-oriented youth league organizations is the need of the reform and development of higher education.

Since the end of 1990s, there has been a new wave of reform in the field of higher education in China. With the popularization of higher education, the socialization reform of university logistics and the reform of credit system, the league building in colleges and universities, as an important part of university management, is also facing some new problems.
