(1) Tuition fees are charged by academic year or semester, and may not be charged across academic years. If students drop out of school or finish their studies ahead of schedule after paying tuition fees, colleges and universities should refund the remaining tuition fees on a monthly basis according to the actual study time of students.

(2) Accommodation fees If colleges and universities provide accommodation for students who receive various kinds of education in their own schools, they will charge students accommodation fees. Accommodation fees are charged by academic year or semester, and may not be collected in advance across academic years. If students drop out of school or finish their studies ahead of schedule, colleges and universities should refund the remaining accommodation fees on a monthly basis according to their actual accommodation time.

With the deepening of educational reform and the diversification of school-running forms and educational cycles, the problem of tuition refund for students dropping out of school (children dropping out of school) has become increasingly prominent. Tuition refund is related to the vital interests of schools, students and families, as well as social stability. In order to safeguard the legitimate rights and interests of students and schools, properly handle practical problems, and further standardize the behavior of charging and refunding fees.

According to the relevant provisions of the document No.20 [2003] of the Black Sect, combined with the actual situation of our city, the relevant matters are hereby notified as follows:

First, public primary and secondary schools

The miscellaneous fees, borrowing fees and class fees of compulsory education schools, high school tuition fees and class fees are charged by semester, and they are charged to students at the beginning of each semester. Among them: miscellaneous fees and borrowing fees cannot be charged repeatedly; Nursing class fee, hot meal fee, accommodation fee, bicycle care fee and microcomputer fee are charged monthly, and may not be collected in advance once a month.

The textbook fee is booked one semester in advance and collected in advance. According to the actual price of textbooks, refund more and make up less. Activity fees shall be collected by the education administrative department on the basis of reasonable fees and reasonable audit times.

The above fees shall be issued with valid bills. Other expenses, such as class fees and activity fees, which cannot be issued with valid bills, should be clearly announced at the parent-teacher meeting. If you drop out of school before school starts, if you refund the fee; In principle, there is no refund for dropping out of school after the start of school.

Vocational high school tuition and accommodation fees are charged according to the academic year and the approved specific standards. At the beginning of each academic year, students are charged a one-time tuition fee for this academic year, and valid bills are issued, and one-time prepayment is not allowed across academic years; In principle, tuition fees for self-funded students in ordinary high schools should be charged by semester. Parents voluntarily pay in full, the school should give a discount of not less than 5%, and it is strictly forbidden to force students to pay in full at one time.

If a student can't persist in studying for some justifiable reason, the school can determine the amount of tuition and accommodation fees that should be refunded according to the length of the student's study in school when the parents apply for withdrawal or refund.

Drop out of school before school starts and get a full refund. If the class time is less than 10 days (including 10 days), 95% will be refunded according to the semester fee standard; If the class is less than 30 days (including 30 days), 90% of the semester fee will be refunded; Classes lasting more than 30 days are charged for one semester.

Second, private schools (including private schools)

The fees charged by private schools shall be charged according to the academic year, and students shall not be forced to charge in advance at one time across academic years. From the beginning of each academic year, students are charged tuition, accommodation and commuting fees. Pay in one lump sum, and use the special invoice of Heilongjiang province civil organizations uniformly when charging. If parents voluntarily pay tuition fees in one lump sum, the school shall give a discount of not less than 5%.

If a student can't continue studying in the original school due to special circumstances, the school can determine the amount of tuition, accommodation and commuting expenses according to the length of the students' study in school when their parents apply for withdrawal or refund. Drop out of school before school starts and get a full refund. If the class time is less than 10 days (including 10 days), the fee will be refunded according to 95% of the semester fee standard.
