The Secretary-General of the New Energy Chamber of Commerce of the All-China Federation of Industry and Commerce once said that the State Grid's policy of promoting the grid connection of distributed photovoltaic power generation at this time showed the government's attitude of supporting the development of photovoltaic industry and brought confidence to the photovoltaic enterprises in China. The local power grid company has officially accepted the application for grid connection of distributed photovoltaic power generation.
The industry is worried about the implementation of photovoltaic grid-connected policy.
State Grid Corporation promises that the processing cycle of all grid-connected processes is about 45 working days. "After the introduction of this policy, relevant enterprises will take actions to find power grid companies to apply for grid connection. In this process, whether the policy has been implemented and whether the grid connection is still hitting the wall, these need to continue to stare. At the same time, State Grid Corporation also stipulates that power grid enterprises should organize grid-connected acceptance and grid-connected debugging within 10 working days after the installation of grid-connected electric energy metering devices, and the acceptance standards shall be implemented in accordance with relevant state regulations.
In this regard, industry insiders said: "At present, the country has introduced design standards and construction standards for photovoltaic power generation projects, but there is no clear standard for grid-connected acceptance. State Grid Corporation claims to accept it in accordance with relevant national standards, but the specific standards are still unclear. "
In the policy, State Grid proposed to change the previous installation subsidy into electricity subsidy. It has been said that this adjustment is beneficial to the development of distributed photovoltaic power generation, but it is unreasonable in the specific settlement method. "According to the policy, our on-grid electricity and off-grid electricity are settled separately. The electricity price of photovoltaic power generation owners selling electricity to the grid is different from that of purchasing electricity from the grid, which is obviously unreasonable."
Supporting policies should be introduced as soon as possible to improve the operation mode.
In view of the above problems, the insiders believe that the state should introduce relevant supporting policies as soon as possible to ensure that the policies of State Grid Corporation of China on promoting the grid connection of distributed photovoltaic power generation can be put in place and establish a perfect commercial operation mode.
On October 26th, 2065438+0165438/KLOC-0, the National Energy Administration issued the Interim Measures for the Supervision of Photovoltaic Power Generation Operation, which is valid for three years. It is stipulated that power grid enterprises should fully purchase the grid-connected photovoltaic power station projects and distributed photovoltaic power generation projects within their power grid coverage, and clarify the supervisory responsibilities of energy authorities and their dispatched institutions for grid-connected photovoltaic power generation operation, as well as the responsibilities of photovoltaic power generation project operators and power grid enterprises, which promotes the orderly grid-connected photovoltaic power generation. Interim Measures for Supervision of Photovoltaic Power Generation Operation
Chapter I General Provisions
Article 1 In order to strengthen supervision, effectively guarantee the effective operation of photovoltaic power generation system, optimize the energy supply mode, and promote energy conservation and emission reduction, these Measures are formulated in accordance with the Renewable Energy Law of People's Republic of China (PRC), the Regulation on Electricity Supervision and other laws and regulations and the relevant provisions of the state.
Article 2 These Measures shall apply to grid-connected photovoltaic power station projects and distributed photovoltaic power generation projects.
Article 3 The competent department of energy in the State Council and its dispatched offices shall supervise the grid connection, operation, transaction and information disclosure of photovoltaic power generation projects in accordance with these Measures.
Any unit or individual who finds any violation of these measures and the relevant provisions of the state may complain and report to the competent department of energy in the State Council and its dispatched offices, and the competent department of energy in the State Council and its dispatched offices shall handle it according to law.
Article 4 Operators of photovoltaic power generation projects and power grid enterprises shall abide by the power business licensing system, carry out photovoltaic power generation-related business according to law, and accept the supervision of the State Council energy authorities and their dispatched institutions.
Chapter II Supervision Contents
Fifth the State Council energy authorities and their agencies to supervise the photovoltaic power generation project operators and power grid enterprises to implement the power licensing system.
Except for photovoltaic power generation projects exempted from power business license according to regulations, other grid-connected photovoltaic power generation project operators shall apply for power business license. The licensed business entity shall maintain the licensing conditions, and if the licensing items or registered items change, it shall go through the formalities for change in accordance with the provisions.
Article 6 The competent department of energy in the State Council and its dispatched offices shall supervise the power quality of photovoltaic power generation in accordance with relevant regulations.
The power quality of photovoltaic power grid should meet the national standards to ensure the reliable operation of the grid.
Seventh the State Council energy authorities and their agencies to supervise the construction of photovoltaic power grid.
Photovoltaic power generation projects connected to the public power grid, access system engineering and public power grid transformation caused by access shall be invested and constructed by power grid enterprises. Access to the photovoltaic power generation project on the user side, the access system project is invested and constructed by the project operator, and the public power grid transformation caused by access is invested and constructed by the power grid enterprise.
Article 8 The competent energy department of the State Council and its dispatched offices shall supervise the grid-connected photovoltaic power generation services.
Power grid enterprises shall, in accordance with the principle of active service, simplicity and high efficiency, establish and improve the grid-connected service process of photovoltaic power plant projects, and provide services such as grid-connected process description, relevant policy explanation, grid-connected progress inquiry and coordination with grid-connected commissioning and acceptance.
Power grid enterprises should provide convenient conditions for distributed photovoltaic power generation access, and simplify the procedures for the whole process of grid-connected application acceptance, access system scheme formulation, contract agreement signing, grid-connected acceptance and grid-connected debugging in accordance with the principle of "one mouth is external".
Power grid enterprises are exempt from system reserve capacity fees and related service fees for distributed photovoltaic power generation projects.
Ninth the State Council energy authorities and their agencies to supervise the time limit of photovoltaic power grid-connected links.
The time limit for grid connection of photovoltaic power plant projects shall be implemented in accordance with the relevant provisions of the National Energy Administration.
For distributed photovoltaic power generation projects, power grid enterprises shall provide access system solutions to the project owners within 25 working days from the date of accepting the application for grid connection; Within 5 working days after the project owner confirms the access system scheme, the project owner shall provide opinions on access to the power grid, and carry out follow-up work such as project filing and engineering design accordingly; After accepting the application for grid-connected acceptance and grid-connected debugging, complete the installation service of the gateway electric energy metering device within 10 working days, and sign the power purchase and sales contract and grid-connected agreement with the project owner as required; Organize grid-connected acceptance and grid-connected debugging within 10 working days after the installation of the gateway electric energy metering device, and provide acceptance opinions to the project owner. Directly connected to the grid after commissioning, and the acceptance standard shall be implemented in accordance with relevant state regulations. If the acceptance is unqualified, the power grid enterprise shall propose a solution to the project owner.
Tenth the State Council energy authorities and their agencies to supervise the signing, implementation and filing of photovoltaic power generation project purchase and sale contracts and grid-connected agreements.
Power grid enterprises shall sign power purchase and sale contracts and grid-connected dispatching agreements with photovoltaic power station operators. The signing of the contract and agreement shall comply with the relevant provisions of the state, and shall be reported to the agency of the State Council energy authorities for the record within 10 working days after the signing of the contract and agreement. The purchase and sale contract of photovoltaic power plants and the model grid-connected dispatching agreement shall be formulated separately by the competent energy department of the State Council in conjunction with the State Administration for Industry and Commerce.
Power grid enterprises shall, in accordance with relevant regulations, sign grid-connected agreements and purchase and sale contracts with operators of distributed photovoltaic power generation projects in a timely manner.
Eleventh the State Council energy authorities and their agencies to supervise the power dispatching institutions to give priority to photovoltaic power generation.
Electric power dispatching institutions shall, according to the provisions of the state on renewable energy power generation, prepare power generation dispatching plans and organize their implementation. Except in cases of force majeure or endangering the safety and stability of the power grid, the power dispatching institution shall not limit the output of photovoltaic power generation.
The term "endangering the security and stability of power grid" as mentioned in these Measures shall be determined by the competent energy department of the State Council and its dispatched offices.
The main operators of photovoltaic power generation projects shall abide by the relevant provisions of the grid-connected operation management of power plants, obey the dispatching command and execute the dispatching command.
Twelfth the State Council energy authorities and their agencies to supervise the acquisition of photovoltaic power generation by power grid enterprises.
Power grid enterprises should fully purchase the on-grid electricity of photovoltaic power generation projects within their power grid coverage. Due to force majeure or the situation that endangers the safety and stability of the power grid, the power grid enterprise shall promptly inform the operating unit of photovoltaic power generation project in writing of the time and reason why it is unable to access the Internet in full, and report to the agency dispatched by the the State Council Energy Department for the record.
Thirteenth the State Council energy authorities and their agencies to supervise the operation and maintenance of photovoltaic power grid.
The grid-connected photovoltaic power station project operator is responsible for the operation, maintenance and management of the collector lines and booster stations in the photovoltaic power station site, and the power grid enterprise is responsible for the operation, maintenance and management of the photovoltaic power station supporting transmission project and the public power grid. Power grid enterprises should arrange the maintenance of power grid equipment as far as possible without affecting the delivery capacity of grid-connected photovoltaic power plants, and notify the main operators of grid-connected photovoltaic power plants in writing three months in advance.
The operators of distributed photovoltaic power generation projects can be responsible for the operation, maintenance and project management of photovoltaic power generation equipment under the guidance of power grid enterprises.
Fourteenth the State Council energy authorities and their agencies in accordance with the relevant provisions of the photovoltaic power generation and on-grid electricity measurement and supervision.
In principle, the on-grid electricity metering point of photovoltaic power station project is set at the boundary point of property right to measure the on-grid electricity of the project. Power grid enterprises are responsible for regular testing and calibration, and the configuration and testing of devices shall conform to the technical standards and regulations of national and industrial electric energy measurement.
Power grid enterprises should install two sets of metering devices for distributed photovoltaic power generation projects to measure all power generation and on-grid electricity respectively.
Fifteenth the State Council energy authorities and their agencies to supervise the settlement of photovoltaic electricity.
The settlement of electricity charges for photovoltaic power generation projects shall be implemented in accordance with relevant regulations. If the natural person is the main operator, the power grid enterprise should simplify the procedures as much as possible and provide convenient settlement services.
Sixteenth the State Council energy authorities and their agencies to supervise the payment of photovoltaic power generation subsidies.
Power grid enterprises shall, in accordance with the subsidy standards approved by the state, timely and fully allocate subsidy funds.
Chapter III Regulatory Measures
Seventeenth agencies of the State Council energy authorities and provincial energy authorities shall strengthen the management and supervision information sharing of photovoltaic power generation projects, and form a working mechanism of organic cooperation and division of labor.
Eighteenth power grid enterprises should submit the following information to the local energy authorities in the State Council on a quarterly basis:
1. Grid connection of photovoltaic power generation projects, including access voltage level, access capacity, grid connection time, etc.
2. Grid-connected transactions of photovoltaic power generation projects, including power generation, self-use electricity, grid-connected electricity, grid-purchased electricity, etc.
3. Important problems encountered in grid-connected operation of photovoltaic power plant projects.
Grid-connected photovoltaic power plant operators shall, in accordance with the relevant provisions of industry monitoring and quality supervision, regularly report operation information, and timely report accidents and important issues to the local provincial (city) the State Council energy authorities.
The State Council energy authorities and their agencies may require photovoltaic power generation operators and power grid enterprises to submit other documents and materials related to regulatory matters according to the needs of performing regulatory duties.
Nineteenth the State Council energy authorities and their agencies can take the following measures to conduct on-site inspections:
1. Enter grid-connected photovoltaic power stations and power grid enterprises for inspection;
2. Ask the staff of photovoltaic power generation projects and dispatching institutions to explain the relevant inspection items;
Consult and copy the documents and materials related to the inspection items, and seal up the documents and materials that may be transferred, hidden or damaged;
4. Have the right to correct the illegal acts found in the inspection on the spot or ask for correction within a time limit.
Twentieth photovoltaic power generation project operators and power grid enterprises can not reach an agreement on grid connection, which affects the normal operation of power transactions, and the competent energy department of the State Council and its dispatched offices shall coordinate; If no consensus can be reached through coordination, the competent energy department of the State Council and its dispatched offices shall make a ruling in accordance with the relevant provisions.
Power grid enterprises and operators of photovoltaic power generation projects may apply for mediation to the competent energy department of the State Council and its dispatched institutions in case of disputes arising from the performance of the contract.
Twenty-first the State Council energy authorities and their agencies can disclose to the public the operation of photovoltaic power generation in the whole country and the implementation of national policies and regulations on renewable energy by power enterprises.
Twenty-second power grid enterprises and photovoltaic power generation project operators in violation of the provisions of these measures, the State Council energy authorities and their agencies can be held responsible in accordance with the People's Republic of China (PRC) Renewable Energy Law and the Electricity Regulatory Regulations.
If the power grid enterprise fails to complete the acquisition of renewable energy in accordance with the provisions, causing economic losses to the operators of photovoltaic power generation projects, it shall be liable for compensation in accordance with the provisions of the Renewable Energy Law of People's Republic of China (PRC).
Chapter IV Supplementary Provisions
Article 23 The National Energy Administration shall be responsible for the interpretation of these Measures, and all institutions may formulate detailed rules for the implementation of supervision in light of local actual conditions.
Twenty-fourth these Measures shall come into force as of the date of promulgation and shall be valid for 3 years.
