2.1On July 4th, 984, the tender announcement for the diversion tunnel construction project of Lubuge Hydropower Station, a large-scale hydropower project piloted by the World Bank loan and international bidding, was made for the first time in China. Japan Dacheng Company won the bid with the lowest bid price of 84.6 million yuan. The diversion tunnel of the bidding project is 9380 meters long and 8 meters in diameter.
3. The hydropower station is designed by Kunming Survey and Design Institute and constructed by 14th Engineering Bureau of Ministry of Water Resources and Electric Power. In the process of construction, the famous "Lubuge Experience" was born. In 1984, the construction party conducted international bidding for a diversion tunnel with a length of 8,800 meters, a surge shaft with a diameter of 13 meters and a depth of 68.5 meters, and two inclined penstock shafts with a diameter of 4.6 meters and a total length of 89 1.7 meters. Japan Dacheng Construction Company won the bid and signed a contract in the same year. In the construction process, Dacheng Company used advanced project management methods, and finally achieved the effect of short construction period, low cost and good quality.
4. 1987 The national construction conference held in the State Council in September put forward the experience of implementing Lubuge. There are four specific points: first, the core is to introduce competition mechanism into the field of engineering construction and implement fair bidding; Second, the whole process of general contracting and project management should be implemented in engineering construction; Third, the management organization and operation team on the construction site are capable and flexible, and they can really fight; Fourth, organize construction scientifically and pay attention to comprehensive economic benefits. Lubuge's experience has greatly promoted the improvement of China's engineering construction management ability.
