According to the document of the Ministry of Education, there are five main differences in colleges and universities, namely, school scale, teaching staff, schools and majors, infrastructure and teaching and scientific research level.

First, the school scale:

More than 5000 full-time students are a requirement of the college.

There are more than 8,000 full-time students, and the number of graduate students is not less than 5% of the total number of full-time students.

Second, the teaching staff:

It is required that the total number of full-time teachers in the early days of the establishment of the college should be no less than 280. The proportion of full-time teachers with graduate education in the total number of full-time teachers is not less than 30%, and the number of full-time teachers with deputy senior professional and technical positions is generally not less than 30% of the total number of full-time teachers, among which the number of full-time teachers with full professor positions should be greater than 10.

Ordinary undergraduate schools should have strong teaching and scientific research strength, and the total number of full-time teachers should generally make the student-teacher ratio not higher than18:1; The number of part-time teachers shall not exceed 1/4 of the total number of full-time teachers in our school.

Each public compulsory course and professional basic compulsory course shall be equipped with at least 2 full-time teachers with deputy senior professional and technical positions or above; The required courses of each major shall be equipped with at least 1 full-time teachers with professional and technical positions at or above the deputy senior level; Each major shall be equipped with at least 1 full-time teachers with full-time professional and technical positions.

However, it is generally required that the proportion of full-time teachers with postgraduate education in colleges and universities should reach more than 50%, and the proportion of full-time teachers with doctoral education should reach more than 20%; The number of full-time teachers in senior professional and technical positions should generally be no less than 400, and the number of full-time teachers in full-time positions should generally be no less than 100.

Third, disciplines and majors:

Among the humanities (philosophy, literature, history), social sciences (economics, law, education), science, engineering, agriculture, medicine, management and other disciplines, the college should take 1 or above as the main discipline.

Universities should have more than three subjects as their main subjects.

Fourth, infrastructure:

The early campus area of the college should reach more than 500 mu. Ordinary undergraduate schools require that the average land area per student should reach more than 60 square meters.

The average school building area of ordinary undergraduate schools should reach more than 30 square meters. A school called a college should have a total construction area of not less than 654.38+0.5 million square meters at the beginning of its establishment; The average area of teaching, scientific research and administrative buildings in ordinary undergraduate schools is not less than 20 square meters for science, engineering, agriculture and medicine, not less than 15 square meters for humanities, social sciences and management, and not less than 30 square meters for sports and art.

In terms of instruments and equipment, it is required that the average value of scientific research instruments and equipment should be no less than 5,000 yuan in universities of science and engineering, agriculture, medicine and normal education, no less than 3,000 yuan in universities of humanities and social sciences and no less than 4,000 yuan in universities of sports and arts.

All undergraduates must apply for books, with at least 80 books for science, engineering, agriculture and medicine, at least 100 for humanities and social sciences teachers, and at least 80 books for sports and art.

Ordinary undergraduate schools must have corresponding teaching practice and practice bases. Schools focusing on science, engineering, agriculture and forestry should have necessary teaching practice factories, agricultural (forestry) fields and fixed production practice bases.

Schools that focus on normal professional education should have affiliated experimental schools or fixed practice schools; A school focusing on medical education should have at least one directly affiliated hospital and one teaching hospital to meet the needs.

Five, teaching and scientific research level:

Ordinary undergraduate schools should have strong teaching strength and high teaching level. In the evaluation of teaching level organized by the Ministry of Education, the evaluation conclusion should be above "good" (for schools applying for junior college, it refers to the evaluation of teaching level in higher vocational colleges; Renaming the college as a university, referring to the evaluation of undergraduate teaching level in ordinary universities.

At least two projects in the university have won the first and second prizes at the national level or the first prize at the provincial level in the selection of teaching achievements in the last two sessions.

Ordinary undergraduate schools should have a higher level of scientific research. Schools called universities should also reach the average annual research funding in the past five years, with schools focusing on humanities and social sciences reaching at least 5 million yuan and other universities reaching at least 30 million yuan.

In the past five years, scientific research achievements have won 20 awards at or above the provincial and ministerial levels, including at least 2 national awards.

There are at least 2 key laboratories and 2 key disciplines at or above the provincial level.

Generally, there must be at least 10 master's programs, and more than 5 master's graduates.
