Because academics can't do without freedom, and freedom can't do without responsibility. The Constitution of the University of Tokyo describes its academic ideal as "striving to build itself into a world-class academic research institution, cultivating intellectuals with a global development vision, and making contributions to realizing an impartial society, promoting scientific and technological progress and creating a new culture".
