Article 1 In order to further standardize the full-time undergraduate enrollment work of Southwest University of Political Science and Law, safeguard the legitimate rights and interests of candidates, maintain the normal enrollment order of the school, and ensure the smooth enrollment work, Southwest University of Political Science and Law, in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and other relevant laws, as well as the spirit of the relevant documents of the Ministry of Education and the education authorities of various provinces (autonomous regions and municipalities directly under the Central Government) on the enrollment work of ordinary colleges and universities,
Article 2 These Articles of Association are applicable to the 20021undergraduate enrollment of Southwest University of Political Science and Law, and the second bachelor's degree enrollment is applicable to the second bachelor's degree enrollment brochure.
Article 3 Schools shall follow the enrollment principles of "comprehensive evaluation, fair competition, merit-based admission and fair selection".
Article 4 Undergraduate enrollment in schools is based on the relevant requirements of the Ministry of Education and the education authorities of all provinces (autonomous regions and municipalities directly under the Central Government), and the starting point and destination of enrollment is to earnestly safeguard the legitimate rights and interests of the majority of candidates.
Chapter II General Situation of Schools

Article 7 Nature, type and conditions of running a school: Our school is a public ordinary institution of higher learning approved by the Ministry of Education, sponsored by the Chongqing Municipal Government, and headed by the Chongqing Municipal Education Commission, with the qualification of higher education enrollment. Students have completed all the courses specified in the teaching plan within the specified time, and their grades are qualified and meet the graduation conditions. The Ministry of Education awarded the nationally recognized and electronically registered undergraduate diploma of Southwest University of Political Science and Law; Graduates who meet the conditions for conferring degrees will be awarded a bachelor's degree from Southwest University of Political Science and Law.
The school has three campuses: Shapingba Campus, Yubei Campus and Baoshenghu Campus. Among them, Yubei Campus is the teaching center for undergraduate and postgraduate education, Shapingba Campus is the second bachelor's degree legal education, continuing education and cadre training base, and Baoshenghu Campus is the base for scientific research, innovation and entrepreneurship. There are more than 23,000 students in school.

Article 10 With the approval of the Ministry of Education, our school has the qualifications to recruit students who walk, high-level athletes, overseas Chinese from Hong Kong, Macao and Taiwan, outstanding overseas Chinese, students who walk from Hong Kong, Macao and Taiwan, candidates from Tibetan classes in the Mainland, candidates from Xinjiang classes in the Mainland, Xinjiang ethnic preparatory students, special plans for colleges and universities, national special plans and local special plans.
Chapter III Organizations and Their Duties
Article 11 The school shall set up an undergraduate enrollment committee, which shall be fully responsible for implementing the provisions of the Ministry of Education on undergraduate enrollment, implementing the resolutions of the school party committee and administration on undergraduate enrollment, studying and formulating undergraduate enrollment policies, examining and approving undergraduate enrollment plans, and discussing and deciding major issues on undergraduate enrollment.
Article 12 The Undergraduate Admissions Committee of the school has an undergraduate admissions office. Undergraduate enrollment office is a permanent organization that organizes and implements undergraduate enrollment, and is specifically responsible for the daily work of undergraduate enrollment.
Thirteenth school discipline inspection and supervision departments are responsible for the supervision of undergraduate enrollment.
Chapter IV Enrollment Plan
Article 14 A school shall make an annual undergraduate enrollment plan scientifically and reasonably according to the needs of national economic construction and social development, the scale of school development, the conditions for running a school, the development of disciplines and other factors. In 20021year, the school enrolled full-time undergraduate students in 3 1 province (autonomous region and municipality directly under the central government).
Fifteenth schools according to the relevant national and Chongqing enrollment policies, in line with the principle of education equity, taking into account the quality of students, employment needs and other factors, according to the province and specialty to develop the undergraduate enrollment plan.
According to the relevant policies of the Ministry of Education, our university reserves the undergraduate enrollment plan as 1% of the total enrollment plan, which is mainly used to adjust the students with unbalanced online students.
Article 16 The school enrollment source plan filed by the Ministry of Education will be announced to the candidates and the society in a timely manner through the enrollment examination institutions of all provinces (autonomous regions and municipalities directly under the Central Government) within the specified time.
Chapter V Admission
Seventeenth schools do not accept unwilling candidates. The proportion of consulting candidates' files: in the provinces that implement parallel volunteer, the proportion of file transfer is generally controlled within 1: 1.05, and the proportion can be appropriately increased in the provinces with good students. Candidates who obey the adjustment and meet the professional admission conditions will not quit. In the provinces that have not implemented parallel volunteer, the ratio of gear shifting is generally within 1: 1.2; The specific situation is determined by the admission examination institutions of all provinces (autonomous regions and municipalities directly under the Central Government) after consultation with the school according to the students' situation before filing. Due to physical conditions and gender constraints, the proportion of advance approval for public security majors is controlled within 1: 1.5.
Eighteenth public security science (including investigation, economic crime investigation) major in undergraduate admission in batches in advance, the implementation of the first batch of undergraduate admission control scores or a paragraph. In principle, the specific admission batches shall be subject to those published by the admission examination institutions of all provinces (autonomous regions and municipalities directly under the Central Government).
Article 19 Our school is based on the Guiding Opinions on the Physical Examination of Enrollment in Colleges and Universities (J.F. [2003] No.3) formulated by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation. In order to further promote students' employment, according to the industry employment standards, the public security professional candidates admitted in advance should also meet the following requirements:

Article 20 According to the relevant national documents, the admission rate of female students majoring in public security science in our school is controlled within 15% in advance, and will be adjusted appropriately according to the actual situation of students. There is no limit to the ratio of male to female in other majors.
Twenty-first schools implement the policies of addition and subtraction stipulated by the state and provinces (autonomous regions and municipalities directly under the Central Government). The policy of extra points for college entrance examination does not apply to special types of enrollment projects such as high-level sports teams regardless of provinces and majors.
Twenty-second English majors only recruit English language candidates, and other majors do not restrict foreign languages.
Sino-foreign cooperation in running schools adopts the "3+ 1" training mode, and Southwest University of Political Science and Law and Coventry University in the United Kingdom have jointly formulated a talent training plan. Students who have completed their studies in our school for the first three years and scored above 6.5 in IELTS can go to the UK to complete their last year's studies, and at the same time obtain the bachelor's degree certificates and degree certificates from Southwest University of Political Science and Law and Coventry University in the UK. Some courses in this project are taught in English, and those with weak foreign language foundation should apply cautiously.
Twenty-third schools do not distinguish between previous students and freshmen. In the case that the candidates' ideological and political moral assessment and physical health examination are qualified, the school will give priority to the scores, and there is no professional grade difference. According to the candidates' reporting results and professional volunteer order, they will be selected on the basis of comprehensive consideration. At the time of admission, the candidates have the same scores and are sorted according to the same score rules of the Provincial Examinations Institute. If the examination institute does not stipulate the same score rule, the provinces that reform the new college entrance examination will compare the candidates' total scores in Chinese and mathematics, single scores in Chinese or mathematics, single scores in foreign languages, single scores in the first volunteer subject, single scores in re-examination subjects and the second highest scores in re-examination subjects from high to low. Other provinces compare candidates' Chinese, foreign languages, mathematics and comprehensive scores in turn.
Candidates who cannot meet the reported professional volunteers but obey the professional adjustment will be transferred to the vacant major; Candidates who do not meet the reported professional volunteers and do not obey the professional adjustment will be dismissed. Chinese-foreign cooperation in running schools only recruits candidates with professional aspirations.
Twenty-fourth provinces with special provisions for the college entrance examination, in addition to the above provisions, the admission principles are as follows:
(1) Inner Mongolia implements the admission rule of "queuing up according to professional volunteers within the enrollment plan 1: 1".
(2) Candidates from Zhejiang Province, Shandong Province, Hebei Province, Liaoning Province and Chongqing City are directly admitted to the major by the Provincial Education Examinations Institute according to its relevant regulations. Candidates from Shanghai, Beijing, Tianjin, Hainan, Guangdong, Fujian, Hunan, Hubei and Jiangsu provinces are admitted by the Provincial Education Examinations Institute according to its relevant regulations, and the school makes professional arrangements according to the admission principles stipulated in the articles of association. Candidates who do not meet the reported professional volunteers but obey the professional adjustment are admitted to the vacant majors in the professional group. Candidates who do not meet the reported professional volunteers and do not obey the professional adjustment will be dismissed.
(3) The reform of college entrance examination for candidates in this province must meet the requirements of the school.
Twenty-fifth candidates who have been admitted to large-scale enrollment will be diverted according to the school's large-scale diversion plan after enrollment. The categories and including majors are as follows:

Business administration (including auditing, accounting, business administration, marketing, labor relations, e-commerce and law);
Economics (including finance, international economy and trade, economic statistics, financial engineering).
Article 26 For the convenience of management, candidates admitted to law majors are randomly assigned to six colleges: Civil and Commercial Law College, Economic Law School, Law School, Administrative Law School, International Law School and Artificial Intelligence Law School. The law major of Sino-foreign cooperation in running schools is managed by the School of Economics and Law.
Twenty-seventh "law+"double bachelor's degree compound talent training plan is a law major. Students can be awarded a double bachelor's degree in law after completing the credits specified in the double-degree special talent training plan and meeting the requirements of bachelor's degree. Candidates who have been admitted to the "Law+"double-bachelor's compound talent training program conduct daily management in the college where the majors other than law are located in the double-degree program. Students who are not suitable for the dual-degree program because of grades or other personal problems after entering school will be transferred to majors other than law in the dual-degree program after approval by the school.
Article 28 The joint bachelor's degree program of "Law+French" approved by Chongqing Academic Degrees Committee (Chongqing Academic Degree Letter [2021] No.4) is a joint undergraduate degree program jointly organized by our university and Sichuan International Studies University. The enrollment school is Southwest University of Political Science and Law. Students who complete the credits required by the talent training program and meet the requirements of the two universities for bachelor's degrees can obtain a bachelor's degree certificate from Southwest University of Political Science and Law, a bachelor's degree from Southwest University of Political Science and Law and a bachelor's degree in literature from Sichuan International Studies University. Students who participate in the joint bachelor's degree program study in Sichuan International Studies University for 1-3 semesters and in Southwest University of Political Science and Law for 4-8 semesters. The specific implementation plan is implemented in accordance with the joint school-running agreement between the two schools. Students who are not suitable to participate in the joint bachelor's degree program because of their grades or other personal problems after entering the school will be transferred to the general law major of the International Law School after approval by the school.
Article 29 In accordance with the requirements of the relevant documents of the Ministry of Education and Chongqing Municipality, our school has formulated special enrollment brochures for special students, high-level athletes, special students in colleges and universities, and students with second bachelor's degrees. Article 30 After the admission, our school will publish the admission results on the campus network according to the requirements of the Ministry of Education, and candidates can log on to our undergraduate enrollment information network for enquiries.
Article 31 After receiving the official admission examination list provided by the provincial (autonomous region or municipality directly under the Central Government) admissions examination institutions, the school will send a notice to the candidates admitted by our school. Students who fail to register within the prescribed time limit and submit a written application for extension of registration to the school shall be deemed to have waived their admission qualification, and all the consequences arising therefrom shall be borne by the students themselves.
Chapter VI Charging Standards and Others
Article 32 charging standard: the school implements the credit system charging method. Tuition consists of professional tuition and credit tuition. When freshmen enter school, they will receive credit tuition and professional tuition in advance according to the academic year tuition standard. 202 1 The charging standards for the professional academic year system are as follows (for reference, the charging standards of 202 1 are subject to the standards approved by the Chongqing price department):
(1) Tuition fee
1. The tuition fee for general majors (English, German, Law (except Sino-foreign cooperation in running schools) and the dual-degree compound talent training program of "Law+English" and the joint bachelor's degree training program of "Law+French" is 5600 yuan per student per academic year;
2. For English and German majors, the tuition fee for the "Law+French" joint school project and the "Law+English" double-degree compound talent training project is 6,800 yuan per student per academic year;
3. Our school and Coventry University jointly set up a law major. The annual tuition fee of our school is 28,000 yuan, and the tuition fee during my study in Coventry University is charged according to the standards of Coventry University.
The specific charging standards for each major are announced in the enrollment plans of all provinces (autonomous regions and municipalities directly under the Central Government).
(2) Accommodation fee
Per student per academic year 1200 yuan.
If students drop out of school or finish their studies ahead of schedule, the school will refund the remaining tuition and accommodation fees on a monthly basis according to the actual study time and accommodation time of the students.
Article 33 Scholarship and bursary system: In order to encourage students to study hard, strive for perfection and be brave in innovation, students can apply for national student loans, including national scholarships, national inspirational scholarships, principal scholarships and various social donation scholarships. Students can also apply for national student loans (including student-origin student loans and campus student loans) in accordance with relevant state regulations, and participate in work-study programs and social practice activities.
Thirty-fourth freshmen enrollment registration in accordance with the "Regulations" and "Southwest University of Political Science and Law full-time undergraduate management measures" implementation. Freshmen should go through the admission formalities at the school within the time specified by the school. Those who can't come to school on time for some reason should ask for leave from school, and the holiday should not exceed 14 days. Those who fail to take time off or take time off for 14 days are deemed to have given up their admission qualification automatically. After the new students enter the school, the school will review their physical and qualification conditions. Those who fail the second interview will be treated differently according to the situation until they are disqualified. Article 37 If the Articles of Association are changed by national laws, regulations, rules and relevant policies of higher authorities, the changed provisions shall prevail.
Article 38 The Articles of Association shall be interpreted by the Undergraduate Admissions Office of Southwest University of Political Science and Law.
Article 39 The Articles of Association shall come into force as of the date of promulgation.
