1. Graduates are assigned as planned. The general principle of distribution is to supplement according to needs, face the grassroots, be professional and use reasonably. Graduates should be assigned according to their majors and training objectives. Training institutions can appropriately select and retain graduates suitable for teaching and scientific research according to the needs of teaching work and within the scope permitted by policies. Graduates are not directly assigned to government agencies except for training objectives.

2. Whether the trainees are active military (police) officers or civilian cadres after graduation mainly depends on the nature of the assigned work units and the actual jobs they are engaged in. If the work unit and actual post belong to the scope of active military (police) officers, they will be awarded ranks according to regulations after being appointed as active military (police) officers, and if the work unit and actual post belong to the scope of civilian cadres, they will be appointed as civilian cadres. Under normal circumstances, those assigned to grass-roots units are appointed as active military (police) officers, and those assigned to colleges, medical institutions and scientific research units to engage in teaching (except military professional teaching), medical care and scientific research are mostly appointed as civilian cadres.

3. Military cadets enjoy the treatment of military cadres after graduation. However, after being assigned to the army, the probation period or exercise period system should be implemented. Among them, students who graduated from primary command colleges do not practice probation, but should arrange an exercise period of about half a year; The rest of the students arrange a one-year probation period. Graduates who pass the examination after the expiration of the exercise period shall be counted from the date of graduation, and those who extend the exercise period shall be counted from the date of extension; For students who have completed the probation period and passed the examination after the probation period, the service time shall be counted from the date when the probation period expires; if the probation period is extended, the service time shall be counted from the date when the extension period expires. The employment or exercise of graduates shall be organized and implemented by the political organs of units above the regiment (detachment) level. In addition to assigning students to work as apprentices, they can also be organized for pre-job training, make-up training and related business training.

4. The reward for graduates is the responsibility of the graduate school and the receiving unit. Colleges and universities put forward opinions on awarding professional titles, and the receiving unit will award professional titles after reviewing the opinions of colleges and universities. After the probation period expires, graduate students will be granted orders by their units, and the granting time will be counted from the date of the probation period; If the probation period is extended, the time for conferring professional titles shall be counted from the date when the extension expires. The fresh graduates who do not implement the probation period but implement the training period shall be awarded the title order after passing the training period, and the title time shall be calculated from June 30th of that year.

If the exercise period is extended, the reward time shall be calculated from the extension period. After colleges and universities put forward opinions on awarding professional titles to graduates, graduates assigned to civilian cadres will not be awarded professional titles.

After graduation, students are appointed and graded by institutions according to regulations. After the expiration of probation or training in the army, the unit to which it belongs shall be awarded the rank of army (police) according to the regulations.

6. Grading standards for graduate students assigned to civilian cadre posts. College graduates are generally classified as professional and technical level 1 14 and civilian cadres level 9; Undergraduate graduates are generally classified as professional and technical level 1 13 and civilian cadres level 8.
