(4) Full-time soldiers with college education or above who are selected as noncommissioned officers for the first time shall be awarded the rank of noncommissioned officers with reference to the relevant provisions on recruiting noncommissioned officers directly from non-military departments and the starting point of salary shall be determined, and the study time in local colleges and universities shall be regarded as the service time;
(5) Soldiers with full-time college education or above can participate in high-skilled personnel training courses after being admitted to the NCO school. Those who have completed the required courses and credits will be issued with undergraduate graduation certificates and vocational and technical education degree certificates; After graduation, in principle, he will serve as a fourth-level master sergeant, and those who have obtained the qualification of technician will be given priority as senior non-commissioned officers.

3. University graduates can be elected as officers.
Soldiers recruited by full-time graduates of ordinary institutions of higher learning may be selected as officers. The so-called selection of officers includes: promotion of college graduates, application for military schools and admission.
(1) promoted to college graduates: those who meet the basic requirements such as bachelor degree or above, have been enlisted for more than 1 year and a half by June 30 of that year (those who have obtained academic qualifications and degrees during their service have been enlisted for more than 2 years) and have worked in the recommended brigade (regiment) units for more than half a year can be classified as promotion targets; According to the regulations, those who meet certain conditions are given priority as promotion targets.
(2) Apply for military academies: Graduates who take the national unified entrance examination for ordinary colleges and universities, are admitted by the provincial recruitment office and obtain full-time college education can take the undergraduate entrance examination organized by the whole army, and those who are admitted to relevant military academies will study for 2 years. Those who pass the examination are included in the annual distribution plan for the graduates of growing cadres. (3) Day-to-day study: University-graduated soldiers participate in the selection of day-to-day students of Good Soldiers, and their age is relaxed 1 year.
