The right to use is relative to property rights, also known as public housing, which belongs to the state and has the right to use, so it is easy to pay rent every month and easily become property rights, that is, if you buy property rights, the house will become your own. A house with the right to use also has a real estate license, which is a small book, much smaller than a house with personal property rights.
Houses with the right to use can be legally bought and sold, which is not much different from houses with property rights. The price is definitely lower, and there are fewer houses renamed as transfer fees. The biggest difference is that when a house with the right to use is sold, the unit must open a letter of introduction before the house can be sold, because the house is owned by the unit, but this problem is not big.
There are two ways to trade the right to use the house:
(1) Converting the right-to-use house into a property right house If consumers want to buy the right-to-use house, they can convert the purchased right-to-use house into a property right house. Property units are generally notified twice at the beginning and the middle of the year. You can participate in the housing reform with a letter of introduction from the unit length of service to the housing management office or housing management department of the property right unit. At present, due to policy restrictions, the right to use the house has not been fully liberalized, and few people can be listed and traded. Only after obtaining the consent of the property right unit can the transaction be carried out by paying a certain fee to convert the right-to-use house into property right.
(2) Housing replacement can be used for transfer in addition to the right to use for property rights. There are two points to pay attention to through replacement transfer. First, both parties must hold Beijing hukou, and the other point is that loans and mortgages are not allowed. Housing replacement can not obtain the property right of the right to use the house, but it can enjoy the right to lease and a certain degree of disposal. Generally, only people with local household registration can buy a house with the right to use.
