Chapter I General Principles
Article 1 In order to standardize, institutionalize and make the official document processing work in our school scientific, improve the efficiency and quality of official document processing, and establish a good image of our school, these measures are formulated in accordance with the relevant laws, regulations, methods and detailed rules issued by the party and administrative organs at higher levels and combined with the actual situation of our school.
Article 2 Document processing as mentioned in these Measures includes post-processing and receipt processing. Among them, document processing refers to the orderly work including the preparation, issuance, printing, distribution and filing of official documents; Receipt processing refers to the work closely related to the receipt, registration, distribution, circulation, planning, examination and approval, undertaking and reminders of official documents.
Article 3 Dongbei University of Finance and Economics implements a centralized and unified document management system. The school office is the functional organization of document management, responsible for the document processing at the school level, and managing and guiding the document processing of various departments and units. Other departments of the school organs and subordinate units of the school do not have the qualification of legal person, except that they can write in parallel within the scope of their business duties and negotiate with the competent departments in the form of letters to answer questions, and generally do not allow direct cross-school formal writing.
Article 4 These Measures are of normative significance to the official document processing of all departments, colleges (departments, departments) and directly affiliated units of the school. All departments and units should refer to these measures to standardize the document processing work of their own departments and units.
Chapter II Types of Documents Issued
Article 5 Articles published by Dongbei University of Finance and Economics are classified by style, mainly including opinions, decisions or resolutions, announcements, notices, reports, requests for instructions, replies, letters, meeting minutes, etc. 1 1 common documents. All normative documents such as regulations, rules, regulations, measures and rules shall be listed as annexes, which shall be issued with decisions, announcements, notices and other ordinary documents.

3. Announcement is used to announce important or statutory matters at home and abroad.
4. Notice is used to announce what should be known within a certain range.
Circular is used to commend the advanced, criticize mistakes and exchange information.
6. Notices are used to issue rules and regulations, convey instructions from higher authorities, forward official documents of higher authorities and non-directly under the authority, approve official documents of lower authorities, and issue matters that lower authorities and relevant units should pay attention to.
7. The report is used to report the work to the higher authorities, reflect the situation, make suggestions and answer the inquiries of the higher authorities.
8. Asking for instructions is used to request instructions and approval from higher authorities for specific single matters.
9. Reply is used to reply to the instructions of various departments and units in the school.
10. Letters are used to discuss work, ask and answer questions with non-affiliated organs; Business matters please be approved by the relevant business authorities.

Article 6 Articles published by Dongbei University of Finance and Economics can be divided into the following seven types according to different font sizes.
1. [Issued by Dongbei University of Finance and Economics Committee] is used to issue official documents on major issues decided by the meeting of the Party Committee and the Standing Committee of the school.
2. The words "Dongbei University of Finance and Economics Committee" are used to print reports and instructions to the leading organs of the higher party such as the party group, provincial party committee, municipal party committee, provincial party committee and university working committee of the Ministry of Education.
3. Dongbei University of Finance and Economics is used to issue official documents to the school, which are discussed and approved by the joint meeting of the school party and government team and the principal's office meeting, and issued in the name of the principal.
4. The words "Dongbei University of Finance and Economics" are used to print the school's reports and instructions to the Ministry of Education, provincial and municipal people's governments and other higher authorities and other non-competent departments.
5. The office of Northeast University of Finance and Economics is used to publish general official documents approved by the leaders of the competent school, such as the notice of work arrangement.

All departments and units in the school can consult and report to the competent department of business in the name of the school and the official documents issued by the school, and can print letters, with "Northeast Finance College ××××××××××" as the symbol. If the Academic Affairs Office issues a document in the name of the school, it can print the letter in the format of "Dongbei University of Finance and Economics [2004] 1". The parallel texts and upper letters of all departments in the school must be approved by the leaders of the competent school before they can be printed, and they should be sorted and filed before the end of June each year.
Chapter III Format of Issuing Documents
Article 7 The posting format is the appearance form of posting, including eyebrows, themes and versions. Official documents issued by Dongbei University of Finance and Economics should generally indicate the classification and duration, urgency, issuing authority, document number, issuer and other contents; The main delivery part should generally have the title, main delivery organ, text, attachment description, written time, seal, comments, attachments and other contents; The version record part shall indicate the subject words, cc authority, issuing authority and date of issuance. The specific styles such as the identification mode, text position, font and font size of each content are determined by the school office with reference to the Measures for the Handling of Official Documents of State Administrative Organs and the Detailed Rules for the Format of Official Documents of Liaoning Provincial Administrative Organs.
Article 8 Standardization of format content:
(1) Posting titles: [Issued by Dongbei University of Finance and Economics Committee], [Dongbei University of Finance and Economics Committee Word], titled "Dongbei University of Finance and Economics Committee Document"; The document issued by Dongbei University of Finance and Economics and printed by Dongbei University of Finance and Economics uses "Dongbei University of Finance and Economics Document" as the prefix; Prefixed by "Dongbei University of Finance and Economics Office Document" and "Dongbei University of Finance and Economics Office Document"; The document of "Dongbei University of Finance and Economics Letter" shall be subject to the version of "Dongbei University of Finance and Economics Letter".
(2) Document number: It should include the generation of the issuing authority, year and serial number. Letters issued by the Party Committee of our school include "Dongbei University of Finance and Economics" and "Dongbei University of Finance and Economics", and letters issued by the school include "Dongbei University of Finance and Economics" and "Dongbei University of Finance and Economics". The school party Committee and the administration jointly issued a document, only indicating the number of the school party Committee; No.3 imitation song is the symbol number, arranged in the middle (if you need to identify the name of the issuer, leave the symbol number); The year and serial number shall be identified by Arabic numerals, and the full name of the year shall be used. (III) Issuer: The reported official documents shall be marked with the name of the issuer, which shall be arranged in parallel on the right side of the document number, with the document number 1 in the left space and the issuer name 1 in the right space.
(4) Title: Generally, it consists of three parts: the name of the issuing authority, the theme of the official document and the language. The name of the issuing authority shall be the full name or standardized abbreviation; Except for titles and titles of laws and regulations, punctuation marks are generally not used; The title of the forwarded file cannot omit the title of the original file, only the file number is quoted; When the title returns, the meaning of the word should be complete, the arrangement should be symmetrical and the spacing should be appropriate.
(five) the main delivery organization: the full name or standardized abbreviation, the general name of the same type of organization. "Notice", "announcement" and other intellectual documents for a week, the main delivery organ can be changed to the delivery organ, which is generally placed in the position of cc under the subject word. "Meeting Minutes" only indicate the sending organ.
(6) Text: paragraphs should be appropriate, and the writing marks at the beginning, end, level and paragraph should be clear. When returning, the year and number shall not be separated; The structural hierarchy ordinal should be classified as 1, (1), 1 and (1), and the structural hierarchy ordinal can be used by skipping, but not vice versa. The structural serial number of the normative documents in the annex can be divided into chapters, articles, paragraphs, items and items according to needs.
(7) Attachment: the name of the attachment shall be indicated; If there is a serial number in the annex, Arabic numerals shall be used; No punctuation is added after the attachment name. When the attachment name is long and needs to be returned, it should be aligned with the text of the attachment name; If the attachment (table) has been indicated in the text, the name of the attachment is no longer indicated. If the attachment cannot be bound together with the document body, the document number should be indicated on the attachment, followed by "Attachment" (or serial number).
(8) Date of writing: the date of issue of the issuer shall prevail, and the date of issue of the last issuer shall prevail for joint writing. Party Committee documents are marked with Arabic numerals, administrative documents are marked with Chinese characters, and "zero" is written as "O".
(9) Seal: In addition to the minutes of the meeting, the seal shall be affixed. Party Committee issued a document stamped with the name of the issuing authority and the written date; Administrative documents do not belong to the name of the issuing authority, only indicate the date of writing, and affix the seal of the issuing authority on the date of writing. The school party Committee and the administration jointly issued a document, and at the same time stamped with the seal of the school party and government, with the seal of the party Committee in front and the administrative seal behind. When the space left by the document after typesetting can't fit the seal position, it is necessary to adjust the page spacing to solve it. Make sure that the seal and the text of the official document are on the same page, and don't mark "There is no text on this page".
(10) Notes: Other matters that need to be explained, including the reading and sending of official documents, contact persons and contact information, telephone numbers, etc. If there are any notes in the documents issued by Dongbei University of Finance and Economics, the words "blank" shall be marked in brackets in line 1 on the date of writing.
(1 1) Subject words: The following words should be indexed according to the glossary of subject words published by the Ministry of Education, with a maximum of five subject words; The above words should be marked with subject words according to the thesaurus published by the upstream authorities.
(12) CC organ: full names or standardized abbreviations and common names shall be used and arranged in an orderly manner. If there is a copy of the document, the full name or standardized abbreviation should also be used and arranged above the cc organ.
(13) Instructions for printing and distributing: the next line or so of the cc organ shall be marked with a prefix, the left label shall be the official document printer, generally the secretarial section of the office of Dongbei University of Finance and Economics, and the right label shall be the year, month and day with Arabic numerals.
Article 9 Paper specifications and printing of issued documents.
(1) International standard A4 (2 10mm×297mm) paper is generally used to distribute test papers. The paper size for posting official documents such as "Announcement" and "Notice" can be determined according to actual needs.
(two) the choice of font size when printing official documents, generally according to the title, subtitle, document text and other order from big to small. The title of the official document is in bold No.2, the subtitle is in bold No.3, and the text of the official document is imitation of Song Dynasty. The secret level, urgency and "subject words" are in bold type No.3, and the subject words are in song style No.3..

Chapter IV Procedures for Issuing Documents
Article 10 Dongbei University of Finance and Economics shall carry out the following procedures when issuing documents: drafting → reviewing → proving → filling in forms → submitting → issuing → registering → printing → binding → stamping → sending → filing. The listed links must be completed in turn, and no omission or retrogression is allowed.
Article 11 The specific specifications for each link of issuing a document are:
1. Draft. Our school should draft a document according to the needs of the work and the instructions of the school leaders. Documents with relatively simple contents and clear working departments shall be drafted by the working departments; The school office is responsible for organizing the drafting of official documents with comprehensive contents or unclear contents of the competent department. The draft should be concise, fluent, true, clear, accurate and rigorous. If new policy provisions are put forward, they should be explained separately and relevant background materials should be provided. When finished, submit the draft to the secretarial section of the school office.
2. review. The director of the office is responsible for reviewing the documents. When necessary, the director of the office can coordinate the responsible persons of relevant parties or consult the leaders of the competent school or submit them to relevant meetings for review. The contents of the audit mainly include three aspects: first, whether the contents of the document conform to the provisions of national laws, regulations, principles and policies, whether they conform to the spirit of instructions of higher authorities, and whether they fully and accurately reflect the intention of the issuing authority; The second is whether it is necessary to issue a document, whether it is feasible, and whether it needs to be coordinated with other work; The third is whether the format and text of the official document are standardized, whether the words are appropriate, whether the sentences are fluent, and what name and form are determined.
3. Proof. The manuscript shall be returned to the drafter after being examined by the director of the office. Determine the name of the school (including document form and letter form), the drafter will revise the manuscript according to the opinions put forward by the office, print the proof with A4 printing paper after proofreading, and then submit the revised manuscript, proof and proof disk or email to the secretarial section of the school office.
4. Fill in the form. The secretarial section of the office issues a uniformly printed document distribution form. The person in charge of the drafting department (unit) shall fill in the following contents of the Official Document Issuance Form: document title, urgency, main sending unit, copy unit, drafting unit, drafter, input person, proofreader, number of copies printed, and drafting unit's audit opinion (the person in charge of the unit shall sign by himself).
5. At present. Submit the proof of the manuscript together with the official document issuance form to the competent school leader. The director of the office or the entrusted deputy director shall fill in the handling opinions on the dispatch form, which is generally "please ××× (referring to the school leaders) to issue". When the contents of the document involve more than one school leader, it must be submitted to the school leader for countersignature.
6. issue. All official documents issued by the Northeast University of Finance and Economics Committee and the words of the Northeast University of Finance and Economics Committee are issued by the party secretary of the school or the deputy secretary of the party Committee entrusted by the party secretary; All official documents issued by Dongbei University of Finance and Economics and written by Dongbei University of Finance and Economics are issued by the principal or the school leaders entrusted by the principal; A joint document and official document issued by the Party Committee and the Administration [Northeast Finance University Letter] shall be issued by the Party Secretary, the President or the school leaders entrusted by the Party Secretary and the President; All official documents issued by the office of Northeast University of Finance and Economics and the office of Northeast University of Finance and Economics are issued by the school leaders in charge of the work of the school office.
The contents of issuance include: whether to approve the issuance of documents, the name of the issuer, and the date of issuance. It must be filled in with black, blue-black ink or signature pen that meets the filing requirements.
7. register. After the school leaders sign it, the office secretarial section will register it in the document register and prepare the document serial number.
8. printing. The final proofreading is completed by the office secretarial section and printed according to the standard layout and font size.
9. Binding. The secretarial section of the office organizes people to bind the ingredients.
10. Seal. In addition to the minutes of the meeting, the seal of the issuing authority shall be affixed.

Generally, downlink documents are distributed by the secretarial section of the school office through the mailroom; For important downlink documents, the office secretarial section will send someone to deliver them or notify the person to collect them, and ask the recipient to sign for them; For uplink documents, the office secretarial section will generally choose a timely, accurate and safe delivery method according to the regulations, and will ask the sender for a receipt for important documents, and pay attention to whether there is a reply requirement.
12. Archive. After the documents are issued, the original documents, important revised drafts of school leaders, official documents (including attachments), important issue receipts, requests for approval, official documents, etc. shall be processed and filed. The filing documents shall be filed according to the requirements of the archives department before June 30 of the second year.
Chapter V Handling of Receipts
Twelfth "receipt" refers to the official documents received by the headquarters of Dongbei University of Finance and Economics from higher authorities, subordinate departments and units, and non-subordinate organs. Receipt handling mainly includes procedures such as receipt, registration, distribution, circulation, planning, approval, undertaking and reminders, including reading and handling.
The receipt system of Dongbei University of Finance and Economics is signed by the full-time secretary of the secretarial section of the school office. Any official document marked "Received by Dongbei University of Finance and Economics" and "Received by Dongbei University of Finance and Economics Office" transmitted through confidential room, mailroom and postal service shall be signed by the full-time secretary of the secretarial section of the school office according to regulations; Official documents sent to school leaders, except those marked with the words "pro-receipt" and "pro-opening", shall be unsealed by full-time secretaries, except that the secretary personally signs for them; For official documents sent to our school through meetings and other channels, the manager should go to the secretarial section of the office to sign for them in time. If they don't go through the signing formalities, the school will hold them accountable if something goes wrong. Signed documents should be counted one by one, and important documents should be counted page by page. When problems are found, ask in time and take corresponding measures. The dispatch should indicate the specific receiving time.
Thirteenth documents that need to be sent to the school leaders and relevant departments for reading and approval. The main procedures for reading documents are:
1. number and registration. The full-time secretary of the school office numbers the documents according to the time of receipt, and then clearly fills in the receipt number, date of receipt, sending unit, signal, title of the document, classification, urgency, main sending organ, written date, distribution range and number of copies of the document in the receipt book.
2. distribution. The full-time secretary of the secretarial section of the office fills in the receipt, indicating the classification, whether it is retired or not, and whether it is urgent, and sends it to the director of the office; According to the division of labor of school leaders, the director of the office will forward the reading to the competent school leaders in time; The leaders in charge of the school should give specific instructions in time and read the documents. The main contents of the description are: the scope of people reading this document and the reading form. That is, to whom, in what form, circulated or copied, collective reading or conference exchange, etc.
The description of the scope of reading and approval should implement the relevant provisions: documents sent to the provincial corps level can be approved by the party secretary and principal; Documents sent to the county regimental level can be examined and approved by deputy division level cadres and deputy higher vocational and technical personnel.
3. Read the text. According to the instructions of the leaders in charge of the school, the secretarial section of the office will send the readers to relevant parties for reading. When handling the circulation, it is necessary to register strictly, deliver it in time, and track the whereabouts at any time to avoid omission, misinformation and delay. If a leader goes out, he should indicate it on the document list and then circulate it in order. Readings marked with classified information shall be delivered by the confidential secretary, and the confidentiality discipline and regulations shall be strictly enforced.
4. filing. The school-run secretarial section should take back what it has read in due course. If the school is retired in time, the stored files should be sorted and filed, especially the reading materials given to the school leaders, which should be recovered and filed in time for future reference.
Fourteenth documents that need to be handled and answered are official documents. The main procedures for handling documents are:
1. number and registration. According to the received time number. And always indicate the number, writing date, letter number, letter title, main sending organ, date of receipt, matters to be handled, opinions to be handled, distribution scope, urgency, reminders, handling results, handlers, etc. Will be clearly registered item by item.
2. To be completed. The director of the office provides background materials and related policies, and submits them to the relevant school leaders for approval with the words "Please read".
3. approve it. According to the authority and policy, the leaders in charge of the school need to submit them to the team meeting for discussion and make clear instructions, and hand them over to the competent department for handling.
4. career. The competent department shall go through the formalities. Matters that can be answered within the scope of functions and powers of the competent department, the undertaking department shall directly reply to the submitting organ; Matters involving the business scope of other departments, the undertaking department should take the initiative to negotiate with relevant departments; Matters that need to be submitted to the higher authorities for examination and approval, the undertaking department shall put forward the handling opinions and draft the manuscript on behalf of them. Sign, sent to the hospital office, together with the documents assigned by the relevant departments shall be submitted to the superior for approval.
5. Reminder. The school office should supervise the implementation of the commitment letter. Reminders should run through all aspects of handling documents. According to their priorities, regular reminders and timely reminders will be given, and the office director will give feedback to the school leaders regularly or at any time.
Chapter VI Filing of Official Documents
Fifteenth after the completion of official documents, relevant materials should be collected and filed according to the "Measures for the Archiving of Official Documents of Dongbei University of Finance and Economics". Not by various departments, units and individuals scattered preservation, should be centralized and unified filing documents.
Sixteenth documents jointly handled by two or more departments, the original by the host department, the relevant departments to save copies.
Seventeenth consult, borrow, extract or copy the archived documents, should be in accordance with the provisions of the archives management regulations, registration, approval and other procedures.
Chapter VII Supplementary Provisions
Article 18 These Measures shall not apply to contracts, agreements, contracts, certificates and other legal documents drafted and signed in the name of Dongbei University of Finance and Economics. There are other provisions on the drafting, examination, issuance, sealing and entry into force of various legal documents of Dongbei University of Finance and Economics.
Nineteenth rules, regulations, rules, measures, rules and other official documents issued in the name of Dongbei University of Finance and Economics are not applicable to these measures, and the measures for drafting, reviewing, publishing and publishing official documents of rules and regulations are otherwise stipulated.
Article 20 These Measures are only applicable to the general documents of Dongbei University of Finance and Economics. It will be implemented as of the date of promulgation. The office of Dongbei University of Finance and Economics shall be responsible for the interpretation of these Provisions.
