According to the Central Committee of the Communist Party of China's spirit of building several world-class universities and the State Council's request of further strengthening the reform of education and science and technology system, the Ministry of Education and the Ministry of Health signed an agreement in September 2002 to support the close cooperation between Tsinghua University and Peking Union Medical College.
Since then, the leaders of the Ministry of Education and the Ministry of Health have visited Tsinghua University and Peking Union Medical College for many times, listened to opinions from all sides, and agreed that actively promoting the cooperation between the two schools is an effective way to realize the common development of Tsinghua University and Peking Union Medical College and create a world-class university and a world-class medical college. After full communication and friendly consultation, Tsinghua University and Peking Union Medical College agreed that, in accordance with the principles and spirit of the agreement between the Ministry of Education and the Ministry of Health, the two schools would go all out, earnestly implement it, actively promote the establishment of cooperation, and formally signed the "Implementation Opinions of Tsinghua University and Peking Union Medical College on Implementing the Two Agreements" (hereinafter referred to as "Implementation Opinions"). According to the above implementation opinions:
(1) Peking Union Medical College was renamed "Peking Union Medical College-Tsinghua University Medical Department", and its English name was "Peking Union Medical College, Tsinghua University". Under the dual leadership of the Ministry of Education and the Ministry of Health, its original subordinate leadership relationship, asset relationship and fund management system remain unchanged. "Peking Union Medical College-Tsinghua University Medical Center" is still an independent legal person, exercising independent legal person rights and undertaking independent legal person responsibilities for personnel, finance and assets.
(2) With the support of the Ministry of Health and the Ministry of Education, give full play to the multidisciplinary comprehensive advantages of Tsinghua University, optimize the integration of medical education resources, and gradually integrate the former Peking Union Medical College and the former Tsinghua University Medical College into first-class medical schools according to the principle of full brewing, active preparation and steady progress, and Tsinghua University will no longer set up another medical school.
(3) The discipline construction of Peking Union Medical College-Tsinghua University Health Science Center was included in the master plan of national key construction projects such as "21Project" and "985 Project" and other related plans by Tsinghua University, and it was given key support in terms of policies and investment.
(4) Peking Union Medical College-Tsinghua University Medical Department and Tsinghua University * * * jointly worked out the enrollment and training plan for clinical medical students and postgraduates. Students and postgraduates majoring in clinical medicine have the status of "Peking Union Medical College-Tsinghua University Health Department" and "Tsinghua University". Student status management and daily management are implemented in different campuses in stages according to teaching needs, and the responsibility is implemented in the campus. The graduate diplomas and degree certificates of students majoring in clinical medicine and non-clinical medicine are stamped with the official seals of Tsinghua University and Peking Union Medical College.
(5) Tsinghua University, Peking Union Medical College-Tsinghua University Medical Center set up a special working group, which is responsible for implementing the specific operation of the opinions and implementing them step by step. Peking Union Medical College-Tsinghua University Medical Department reported the statistical data of relevant medical schools to the Ministry of Health, and all school-running indicators were reported to the Ministry of Education by Tsinghua University.
On September 5th, 2006, at 3pm, the inaugural meeting and unveiling ceremony of Peking Union Medical College-Tsinghua University Medical Department jointly established by the Ministry of Education and the Ministry of Health was held in the Great Hall of the People in Beijing. Wu Jieping, former vice chairman of the National People's Congress Standing Committee (NPCSC), Zhou Ji, Minister of Education, Gao Qiang, Minister of Health, Zhu, member of the Standing Committee of Beijing Municipal Committee and secretary of the Municipal Education Working Committee, attended the meeting and made speeches. The meeting was chaired by Jiang Zuojun, Vice Minister of Health. President Gu of Tsinghua University, Party Secretary Chen, President and Party Secretary of Peking Union Medical College attended the meeting.
Minister Zhou Ji, Minister Gao Qiang and Secretary Zhu delivered speeches on behalf of the Ministry of Education, the Ministry of Health and the Education Working Committee of Beijing Municipal Committee respectively, congratulating Peking Union Medical College-Tsinghua University Medical College on its official inauguration, and pointing out that the close cooperation between Tsinghua University and Peking Union Medical College has opened a new chapter in the history of China's higher medical education reform and development, which is of great and far-reaching significance. Close cooperation between the two universities will help them to complement each other and share resources, integrate and utilize educational resources such as disciplines, teachers and scientific research conditions, strengthen discipline construction and talent team construction, improve their comprehensive strength and competitiveness, and create a world-class university and a world-class medical school. In their speeches, they also put forward hopes and requirements for the close cooperation between the two universities: the two universities should further strengthen organizational leadership, strengthen unity and cooperation, adhere to innovative development ideas, steadily promote the running of Peking Union Medical College-Tsinghua University Health Science Center, and actively promote the construction of world-class universities and world-class medical schools.
Gu, President of Tsinghua University, and Dean of Peking Union Medical College delivered speeches on behalf of the two universities respectively, thanking the leaders of the Ministry of Education, the Ministry of Health and Beijing for their long-term concern and guidance, and saying that the two universities will closely strengthen cooperation and make unremitting efforts for the goal of building a world-class university and a world-class medical school.
Also present at today's meeting were the Beijing Municipal Education Commission, the Municipal Science and Technology Commission, the Municipal Health Bureau, the Academy of Military Medical Sciences, the PLA General Hospital, peking university health science center, Beijing University of Chinese Medicine, Capital Medical University and other related medical units, leaders and guests from relevant departments of the Ministry of Education and the Ministry of Health, and more than 400 teachers and students from Tsinghua University and Peking Union Medical College attended the unveiling ceremony.
After the conference, the listing ceremony of "Peking Union Medical College" and "Tsinghua University Medical Department" was held in the campus of Peking Union Medical College. The listing ceremony was presided over by Gao Wenbing, director of the University Department directly under the Ministry of Education. Chen, Party Secretary of Peking Union Medical College and Party Secretary of Tsinghua University delivered speeches respectively, and then the leaders of the two schools unveiled the new school board hanging at the school gate.
