Wang Mingliang's resume.
1988 After graduating with honors from Xi Translation Institute, Wang Mingliang stayed on as a teacher. In order to realize his life ideal, he continued to study while teaching and became the first graduate student of Xi 'an Institute of Translation. Because of his excellent work, he was the first private college to produce party member. He has worked in the Translation Institute for twelve years, from the head teacher to the secretary of the Youth League Committee, from the section chief to the director.

In February, 2002, Wang Mingliang officially became the president of xi West China Professional University after strict inspection and examination by Xi West China Professional University Committee, NLD Xi Municipal Committee and Xi Education Committee.

In June 2002, Wang Mingliang praised the national student loan, and banks were afraid to take responsibility. Wang Mingliang decided to explore a way to help poor students complete their studies with credits in the private education system.

In the autumn of 2002, they enrolled students, and they put forward an enrollment plan that ordinary people dare not think about: "All poor students who are self-motivated can be guaranteed by the school, and 50%-70% of tuition and miscellaneous fees will be paid off gradually within 2-3 years after students complete their studies and take up jobs. If they return to the original poverty-stricken areas for five years after completing their studies, they will not be able to repay their loans. If these measures of the school are combined, poor students will finish their studies at Huaxi Specialized University, and the tuition and miscellaneous fees will only be one quarter to one fifth of those of ordinary universities. "To this end, the front page of Guangming Daily reported the following topics: private colleges and universities tried to help students with credit for the first time; Dozens of central media, such as People's Daily, China National Radio, CCTV, Wealth Life II, Dream Theater III, Focus on Agriculture, Countryside and Farmers VII, and China Youth Daily, have made in-depth news reports on Huaxi University's education for poverty alleviation. Wang Mingliang has also won the honorary titles of outstanding and famous educator, China public welfare ambassador and advanced educator.

"Credit helps the helpless, and education helps those who are willing to become talents". Since the establishment of Xi 'an Huaxi College 2 1 year ago, it has held high the banner of poverty alleviation through education, shouldered the heavy responsibility of "serving the society and contributing to the nation" and carried forward the main theme of "rejuvenating the country through science and education and building harmony". More than 40,000 children from poor families and aspiring young people who can't afford to go to school because of poverty have been provided with hundreds of millions of student loans. Among them, material poverty alleviation is the foundation, and the core connotation is spiritual and ideological poverty alleviation. Combined with practical, technical and physical training and exercise, the trainees created through five poverty alleviation projects are very popular with employers, "with high quality, hard work, good business and good health." There are five points to complete the whole process of poverty alleviation through education: parents donate a little, schools guarantee loans a little, work-study programs earn a little, life is less, and all sectors of society donate a little. Among them, the external help for students is that the school guarantees a little loan and the society donates a little. The concept of "education to help the poor" has been carried forward to the extreme, which has promoted a good style of study and made Xi 'an Huaxi College rank among the best in Shaanxi with 16 continuous national self-taught examination.
