Lou has served as the deputy director of the Department of International Trade, the deputy director of the Department of Circulation Science, the director of the Department of Economics and Trade, the deputy director of China Grain Logistics Research and Training Center (Henan University of Technology), the director and vice president of the Academic Affairs Office of Henan University of Technology, and the vice president of Henan University of Technology. In 2002, he was appointed as the assistant mayor of Xinxiang Municipal People's Government by the Organization Department of the Provincial Party Committee for a period of one year. In February 2005, he served as Dean of Huanghuai College. In February 2009, he served as president of Henan University.
2011June17th to 20th, the16th plenary meeting of the world Federation of university presidents (IAUP) was held in New York, USA. The State Council Deputy Assistant Secretary of State J. Adam Ereli and nearly 300 university presidents from five continents attended the meeting. President Lou was invited to attend the meeting and was elected as the president of Northeast Asia Branch and a member of the new Executive Committee.
On June18th, the opening ceremony of IAUP's16th plenary meeting was held at the Marriott Hotel in Times Square, new york. The meeting was presided over by michael adams, the new president of IAUP and president of fairey Dickinson University in the United States. J. Adam Ereli, Deputy Assistant Secretary of State for Education and Cultural Affairs of the State Council, gave a welcome speech. In the following two days' meeting, the president of the university and the representatives of world-renowned enterprises had a heated discussion on the challenges faced by current higher education, the guarantee of education quality, the development of students' ability and the reduction of world conflicts through education. The meeting also held a sub-forum for the presidents of women's universities and Arab universities.
On June 19, Lou, as the chairman of Northeast Asia Branch, presided over the working meeting of presidents of universities in Japan, South Korea, Hong Kong, Macao and Taiwan. This paper discusses the working ideas of the new Northeast Asia branch in the next three years and holds the branch meeting every year, and reaches an understanding.
On June 20th, the meeting held a closing ceremony. The new IAUP leadership team was sworn in. Lou was re-elected as the president of Northeast Asia Branch this year 1 month. The General Assembly also elected a new executive committee, and Lou Yuan Gong was elected as a member of the new IAUP executive committee.
