1969,101On October 26th, the central government issued the Notice on Decentralization in Colleges and Universities. The "Notice" said that in order to "conscientiously do a good job in fighting, approving and reforming, and strengthen the leadership over the proletarian cultural revolution and educational revolution of institutions of higher learning affiliated to various departments of the central government", it was decided to hand over the institutions of higher learning affiliated to various departments in the State Council to the leaders of local provinces, municipalities and autonomous regions; If factories and mines jointly run schools, they shall be led by them. All colleges and universities affiliated to the Ministry of Education are handed over to the leaders of the provinces, municipalities and autonomous regions where they are located. Since then, all institutions of higher learning directly under the central government, including Peking University and Tsinghua University, have been decentralized to local management. Some institutions of higher learning have been abolished or merged. By 197 1 year, there were 434 institutions of higher learning in China, and 328 were still running schools.
