The account migration certificate refers to the proof that citizens move from the original account location to the new settlement address when the account location changes. The household registration certificate is issued by the public security organ in the place where the household registration moves out, so it needs to be handled by the public security organ in the place where the original household registration is located. Issued by the public security organ of the place where the registered permanent residence moves out (the university is issued by the school police station). Freshmen can voluntarily transfer their household registration to the local public security organ with the admission notice.

Article 13 of the Regulations of People's Republic of China (PRC) Municipality on Household Registration, when a citizen moves, he/she shall report to the household registration authority for migration registration within three days in the city and ten days in the countryside from the date of his/her arrival at his/her place of residence, submit his/her migration certificate and go through the formalities for settlement in time.
