What are the tuition-free universities?
Tuition-free universities include military schools, publicly-funded normal students and directional enrollment.

1. Military cadets

To put it simply, military cadets are selected and admitted from the national unified entrance examination according to the needs of army building, and are uniformly distributed by the army after graduation. Students who apply for the college entrance examination must meet certain conditions in addition to having already signed up for the general college entrance examination. We must love the motherland and the people, the people's army and the party; Abide by the national constitution and laws, have an innocent history, have a decent style, have progressive ideas and have good moral character; Volunteer to appear in the national defense cause, subject to organizational distribution; Ordinary high school graduates can apply for the exam and are in good health. According to the national military service system, it is not less than 17 years old and not more than 20 years old. Have a strong physique, good temperament and hard-working spirit, and love the military command specialty. It should be noted that the selection of military schools requires very strict political examination. At least know about your parents. If the parents have made a big record of humiliation, or the students themselves have dealt with it at school, the general political review will not pass.

2. Normal students at public expense

The publicly-funded normal students were first called "free normal students", which was put forward by the State Council in 2007 and decided to implement free education for normal students in six normal universities directly under the Ministry of Education. In 2022, the policy was adjusted and renamed as "Public Normal School Students".

Preferential policies include:

(1) The central finance is responsible for arranging tuition and accommodation fees for students during their stay at school, and granting living allowances (about 5,000-6,000 yuan/academic year) according to certain standards.

(2) The provincial government and the Education Department are responsible for implementing the post of postgraduate teacher, and every publicly-funded normal student who teaches in primary and secondary schools has a post. Support and encourage graduates to upgrade their academic qualifications at work.

Accordingly, there are also some restrictions on public-funded normal students:

A tripartite agreement is signed by the school and the education administrative department of the city (state) where the students apply for the tuition. After graduation, you need to perform your duties in the designated area and engage in education in public schools in the corresponding area for at least 6 years. You can't transfer to other systems and regions after graduation. During the service period of the agreement, you cannot leave your post to upgrade your academic qualifications. Violation of the agreement will be included in the personal credit record and loaded into the personal file.

3. Targeted enrollment

Directional enrollment is also a special program, which can also realize free university education. At present, the most common ones are "employment unit orientation" and "employment area orientation", which refers to the cooperation between schools and social enterprises. Students sign an agreement before entering school, and the employer pays tuition and miscellaneous fees on their behalf. After graduation, you need to work in an employer, with different years, mostly around 5 years. The orientation of employment areas is mainly set in response to the national policy of supporting the construction of remote areas and poverty-stricken areas. Tuition and miscellaneous fees will be exempted during normal school study, and the admission score will be lower. Accordingly, graduates need to work in designated areas, and there is a minimum age limit, generally around 5 years. The common type is "non-Tibetan students enter Tibet for employment".
