In addition, female cadres at the grass-roots level hold several positions, paying attention to one thing and losing another, not concentrating on their work and not specializing in research; Some female cadres are old-fashioned, lacking pioneering spirit and competitive consciousness, and their work still stays on "waiting, relying on and wanting" and has no sense of innovation.
2. The role of women's organizations is in an awkward position. First, it is difficult to raise funds, which has affected the work. The more you go to the grassroots level, the tighter the financial allocation, and even the wages cannot be paid on time. None of them have enjoyed the treatment of retiring directors of women's congresses. Some towns and villages have the problem of wage arrears for the directors of women's congresses. The salary of the village "three posts" cadres is directly posted on the salary card, while the salary of the female director is distributed by transfer payment and occupied by the village, which affects the work enthusiasm of grassroots female cadres.
