First, the form of charge management

In the compulsory education stage, off-campus training fees for offline subjects belong to non-profit organizations, and government-guided price management is implemented according to law. Considering the cost of relevant training institutions in our city, the level of economic and social development, the affordability of students' families and other factors, aiming at effectively reducing the burden of students' family education expenditure, according to the provincial benchmark charging standard and floating range, the benchmark charging standard and floating range for off-campus training of compulsory education in our city are formulated.

Second, the charging standard

According to the benchmark charging standards and floating range formulated by the Provincial Development and Reform Commission and the Provincial Department of Education, the charging standards for off-campus training of offline subjects in compulsory education in our city are as follows:

For offline subject training, the standard course duration is 45 minutes. If the actual course duration is different, it will be converted in proportion. All relevant training institutions may, according to their own actual conditions, determine specific charging standards within the above-mentioned benchmark charging standards and floating range.

Third, the scope of implementation

All the off-campus training institutions registered in the compulsory education stage in the city according to law implement the above-mentioned charging standards. According to the provisions of the national compulsory education curriculum, the learning content of off-campus training includes ethics and rule of law, Chinese, history, geography, mathematics, foreign languages, physics, chemistry, biology and other subjects. Are included in the subject category for management.

The charging standards and management requirements for off-campus training of offline subjects of ordinary senior high school students shall be implemented with reference to this notice.

Four. Related requirements

Publicity according to law

All relevant training institutions should take the initiative to publicize the charges before implementing the charges. In addition to publicity in the charging places, information such as training content, training duration, charging standards and teacher qualifications should also be disclosed to the public through websites, official WeChat accounts, online applications and media.

Standardize charging behavior

All relevant training institutions shall uniformly use the off-campus training service contracts for primary and secondary school students formulated by the Ministry of Education and the State Administration of Market Supervision, strictly fulfill their contractual obligations, and regulate their own charging behavior. It is not allowed to exceed or disguise the prescribed benchmark fees and floating range of offline training for any reason or in any way, and it is not allowed to collect other fees such as teaching materials fees and materials fees in addition to training fees.

Strengthen charge management

The discipline training fees charged by relevant training institutions shall be deposited into the designated bank account as required. Do not charge fees at one time or in the form of recharge or card distribution. If the span exceeds the specified time, the fee charged according to the training period shall not exceed 3 months; Charge according to class hours, which shall not exceed 60 class hours. If charging by cycle and charging by class hours are carried out at the same time, only a shorter charging cycle can be selected, and it shall not be disguised for more than 3 months.

Implement inventory management

Relevant training institutions should submit information such as enrollment brochures, charging standards, teacher qualifications, etc., together with the income, costs, profits, related transactions and policy implementation of the previous year, to the local county education bureau, and the municipal education bureau will summarize and form a list of off-campus training fees for offline disciplines in the city, and push them to the Municipal Development and Reform Commission and the Municipal Market Supervision Bureau respectively to realize information sharing and joint supervision.
