Any unit or individual who discovers the illegal cultivation of narcotic plants shall promptly report to the public security organ to stop and eradicate it. Article 12 It is forbidden to illegally teach the manufacturing methods of narcotic drugs, psychotropic drugs and precursor chemicals.
Illegal production, trading, transportation, storage, supply, possession and use of narcotic drugs, psychotropic drugs and precursor chemicals are prohibited.
Units and their personnel who develop, produce, manage, transport, store and use narcotic drugs, psychotropic drugs and precursor chemicals shall strictly implement the relevant provisions of the state to ensure the safe use of narcotic drugs, psychotropic drugs and precursor chemicals and prevent them from flowing into illegal channels. Article 13 The public security organs may set up drug checkpoints (including mobile drug checkpoints) in major traffic routes, airports, railway stations, long-distance bus stations and other places to inspect people, articles, goods and vehicles for drugs and precursor chemicals, and the departments of civil aviation, railways and transportation shall cooperate with them. Fourteenth postal and express delivery enterprises shall establish and implement the inspection system for receiving and sending, and inspect the received and sent articles according to law.
Logistics enterprises should establish and improve rules and regulations, strengthen the inspection of goods before delivery, and prevent the entrainment and transportation of drugs.
Postal, express delivery and logistics enterprises that discover mailing, entrainment and transportation of drugs and precursor chemicals shall promptly report to the public security organs and assist them in inspection. Fifteenth Internet service providers and users should implement safety precautions, strengthen the management of drug-related information, and report to the public security organs in time when they find clues about drug-related cases on the Internet.
Without permission, no unit or individual may publish product information of narcotic drugs, psychotropic drugs, drug rehabilitation drugs and precursor chemicals on the Internet. Article 16 Hotels, restaurants and entertainment places (hereinafter referred to as entertainment places) shall establish an internal anti-drug responsibility system and inspection system, and post anti-drug warning signs in prominent positions to prevent illegal and criminal acts such as drug trafficking and drug abuse in entertainment places.
Public security organs should regularly educate and train the owners and operators of entertainment places on drug control, so as to enhance their awareness and ability to prevent drug crimes. Seventeenth entertainment owners and their staff shall not have the following acts:
(a) the implementation of trafficking, providing drugs or organizing, forcing, abetting, luring, cheating, allowing others to take or inject drugs and other illegal and criminal acts;
(2) Providing conditions for entering entertainment places to commit drug crimes;
(3) Informing drug-related personnel;
(4) failing to report drug crimes to the public security organ immediately or assisting the public security organ in investigation and evidence collection;
(5) Other drug crimes.
