The full name of Vitebsk State University is Vitebsk Mascherov State University. Vitebsk Mascherov National University was founded in 19 18. Its predecessor was Vitebsk Teachers College, and 1924 merged with Belarusian State University. 1933 was renamed Vitebsk National Teachers College and named after Kirov.

The school has 12 departments, including Belarusian literature and culture department, biology department, history department, mathematics department, teachers department, social education and psychology department, Chinese department, physics department, sports department, law department, art form department and international student education department.
