Problems and Suggestions in School Modernization Construction

According to the arrangement of the Standing Committee of CPPCC District Committee, since the first half of this year, the Health Planning Commission has formed a research group to investigate the modernization of compulsory education schools in our district. The problems and suggestions involved in our investigation are summarized as follows.
First, the deployment and main tasks of the Tianjin Municipal People's Government on the modernization of compulsory education schools in Hebei District
On September 25th, 2008, the General Office of Tianjin Municipal People's Government issued the Notice on Forwarding the Opinions of the Municipal Education Commission on Implementing the Standards for the Modernization of Compulsory Education Schools in Tianjin (2008-20 12) (J.F. [2008]123, hereinafter referred to as "Standards"), and the modernization of compulsory education schools in Tianjin started. According to the deployment of the municipal government, by 20 12, all compulsory education schools in all districts and counties in the city will be modernized. This is a key task for our city to fully implement the spirit of promoting the balanced development of compulsory education at the 17th Party Congress and the 9th Party Congress. It is also the key construction project of the 11th Five-Year Plan for the development of education in our city, and the strategic focus of the reform and development of compulsory education in our city in the next few years. The basic idea is: with Scientific Outlook on Development as the leader, from the perspective of safeguarding and improving people's livelihood, we will effectively run every compulsory education school in the city, fully embody the fairness, public welfare and inclusiveness of compulsory education, and ensure that compulsory education in our city will continue to maintain its leading position in the country.
There are 100 articles in the Standard, which covers not only the conditions of running a school, but also the strict requirements of school management, the construction of teachers and quality education, and almost all the work of compulsory education schools. At the same time, this standard is the bottom line requirement, and each item has the effect of "one vote veto". The modernization of compulsory education schools in the whole city is of great significance to the development of compulsory education in Hebei District. The district party committee and the district government attach great importance to basic education, and the basic education in our district has made great progress, including model schools in No.2 Middle School, No.14 Middle School and No.57 Middle School, and Hong Guang National Education Model School. It is necessary to seize the favorable opportunity of the modernization of compulsory education schools, vigorously carry out the construction of modern schools, promote the school-running conditions, the construction of teachers, quality education and educational quality of compulsory education schools in our region to a higher level and develop by leaps and bounds, and further meet the people's demand for quality education. At the same time, we should also be soberly aware that the task of modernization of compulsory education schools in Hebei District is very heavy. There are 14 middle schools in compulsory education schools in the whole region, including 7 middle school students. There are 25 primary schools, a total of 39. Generally speaking, there is still a big gap between the conditions and connotation construction of compulsory education schools in our district and the advanced education areas in the city, and the task of building modern schools is quite arduous.
Second, the main problems existing in the construction of modern compulsory education schools
Through investigation and analysis, we believe that there are two main problems facing the modernization of compulsory education schools in our region. First, the "standard" itself is not perfect, and second, there are problems in our region itself.
(a) from the "standard" itself, its imperfections mainly lie in:
1, the standard individual evaluation items need to be discussed. As for the class size, the standard stipulates that there should be no more than 45 students in each class in junior high school and no more than 40 students in each class in primary school. However, the reality is that in the past few years, due to too much consideration to meet the strong demand of more students to enjoy quality education, the enrollment plan of high-quality primary and secondary schools in the city has increased year by year, and a considerable number of schools have exceeded the class size to varying degrees, and the average floor space and construction area are not up to standard. This situation cannot be completely solved before 20 12 stipulated in the standard.
2, the Municipal Education Commission is responsible for the examination equipment, books and equipment issues need to be unified and coordinated. According to the spirit of the municipal government, some experimental equipment and books in primary and secondary schools are distributed by the Municipal Education Commission as a whole, but the distribution plan is out of line with the evaluation and acceptance batches stipulated by the standards, and all districts and counties cannot solve it by themselves.
3. The conditions stipulated in the standard lack moderate flexibility. Each of the 100 standards specified in the evaluation implementation rules must meet the standards, which is too mandatory. While promoting the modernization and balanced development of compulsory education schools, it also restricts the development of school characteristics to a certain extent, which easily leads to one thousand schools and one thousand schools.
(2) Starting from our own problems.
The above problems have had an important impact on the construction of modern schools in our region. At the same time, there are three main problems in our region.
1. The conditions for running compulsory education schools are poor. Many school campuses and school buildings are in disrepair for a long time, with a large gap in equipment, serious damage to equipment and facilities, and lack of maintenance. Due to the accumulation of debts for many years, it is difficult to realize the modernization of school conditions by large-scale continuous investment.
2. The school layout is unreasonable. Compulsory education schools in our region, especially quality education schools, are mostly concentrated in the southern and central regions of our region. For example, Wei Kun Road has almost formed a school street. In the north of our district, such as Tiedong Road, Xinkaihe Road and Jianchang Road, there are not only high-quality education schools, but also relatively few general compulsory education schools.
3. The construction of teaching staff can not fully meet the needs of modern school construction. Modern schools need modern teachers, and only when the teachers are modernized can schools truly realize modernization. The teachers in our district are generally good, and the overall quality is relatively high. However, we should also see that the development of teachers in various schools is still unbalanced and cannot fully meet the needs of modern schools. Teachers' professional ethics needs to be further improved, teachers' concepts need to be further changed, teaching methods and classroom teaching characteristics are still relatively old, students' independent inquiry, cooperative learning, teacher-student interaction and student-student interaction are not fully reflected in classroom teaching, and teachers' professional level and teaching basic skills need to be improved.
Three. Our opinions and suggestions
According to the investigation, we put forward the following opinions and suggestions.
(a) through certain channels, as soon as possible to reflect the views of the municipal government, the relevant contents of the "standard" to be appropriately modified and improved.
1, on improving the bid evaluation rules. The decision of the municipal government on the modernization of compulsory education schools is an important strategic measure to implement Scientific Outlook on Development, promote the scientific and balanced development of compulsory education schools, promote educational equity and run a satisfactory education for the people. It is also a livelihood project that conforms to the people's hearts. Therefore, it should meet the requirements of scientific development. It is suggested that the relevant departments of the city should further listen to the opinions of the education administrative departments, schools and society in all districts and counties, especially sum up the common problems found in the evaluation and acceptance work of the first unit, and adjust the standards that are not in line with the reality in time.
2. Criteria for appropriately determining class size. At present, the problem of class capacity exceeding the standard is more complicated. It is suggested to treat this differently and not simply split it. For those who exceed the standard, but the standard is not big, such as 50 students in a class in junior high school and 45 students in a class in primary school, because their class collective has been formed and students have adapted to the atmosphere of the class collective, they should not simply be divided into classes. They can ask the school or the education administrative department to promise not to exceed the standard in future enrollment; If the extent of exceeding the standard is large, it will have adverse effects on students' health, eyesight and study. We can consider splitting, but we should also fully consider the opinions of students and parents.
3. The average construction area and the average construction area are not up to standard. This issue is formed by history and should not be rejected simply by one vote. Most of the building area and the substandard building area are caused by too many students. The more students there are, the smaller the average area of each student is. For those whose average floor space and building area are not up to standard, but they are similar and can still meet the needs of education and teaching, as long as the school or education administrative department promises to control the number of students enrolled within the prescribed scope in the future, it can be regarded as up to standard.
4. Configuration of experimental equipment and books. It is suggested that the relevant departments of the city allocate materials in batches according to the assessment plan declared by schools in all districts and counties, and complete them at one time.
5. About the acceptance operation. The item 100 put forward in the standard can really play a corresponding guiding role in the balanced development of schools. However, compulsory education schools vary widely and have their own characteristics. From the perspective of guiding the development of school characteristics, it is suggested that quantitative evaluation should be carried out according to the weight of 100 in the evaluation and acceptance. According to the overall evaluation, the school will reach the standard if it gets more than 85% of the total score.
(two) our region should pay attention to strengthen and improve the work.
1. It is suggested that the district party committee and the district government attach great importance to the modernization of compulsory education schools in Hebei Province, strengthen special investigation, find out the base, make overall plans and make reasonable arrangements, and incorporate all compulsory education schools in Hebei Province into the transformation plan by stages, and according to actual needs, include funds for improving the conditions for running compulsory education schools into the annual budget to ensure that the funds are in place in time and in full, and ensure that all compulsory education schools in our district will be in 20 12 years.
2. It is suggested that the district committee and government should rationally adjust the school layout according to the actual population distribution in our district, and increase the school construction in the northern part of Hebei, especially Tiedong Road and Xinkaihe, including building No.35 Middle School into a high-quality finished lieutenant colonel with a certain scale. In the process of house demolition, in order to effectively implement the principle of demolishing one building, we should first consider the needs of educational land and school layout, and reserve and leave enough educational land.
3. It is suggested to strengthen the support for ordinary schools and weak schools, give appropriate policy preferences to these schools, improve the running conditions of these schools, send outstanding cadres and teachers to these ordinary schools for post, improve the running level of these schools, promote the balanced development of compulsory education, and increase the quality education resources in Hebei District.
(3) District education administrative departments should give full play to their functions.
1. It is suggested that the administrative department of education in our district make the overall plan, stage objectives and implementation plan for the construction of modern schools in our district according to the requirements of the Standards. Establish an effective working mechanism, formulate practical school-running measures, divide into batches, clarify responsibilities and put them in place according to the actual situation of 39 schools, and ensure that all 39 schools will meet the modernization standards by 20 12.
2. Deal with several relationships. First, handle the relationship between welcoming inspection and establishing modern schools. It is important to meet the inspection, but it is more important to create a modern school. We should not only get the title of modern school, but also realize the modernization of the school, which is a long-term task. Even if we pass the standard acceptance of modern schools, we still have the task of consolidating and improving the achievements of modernization, and we must unremittingly do a good job in the creation of modern schools. The second is to handle the relationship between "hardware" construction and "software" construction. Although the construction of "hardware" in schools is very important, the construction of "software", including school management, team building, moral education, teaching and physical health, is even more important. It is necessary to modernize the conditions of running a school, enhance the soft power of the school, realize the connotation development, comprehensively improve the level of running a school and realize the real comprehensive modernization. Third, handle the relationship between the construction of modern schools and strengthening the construction of school characteristics. With the gradual acceleration of China's educational modernization process and the increasingly fierce competition between schools, the traditional development of "one thousand schools" has been difficult to meet the requirements of educational reform, and the individualization of education and the characteristics of running schools have become an inevitable choice. Developing characteristic schools is an important way to enhance the core competitiveness of schools. The construction of modern schools is a long-term task. Strengthening the construction of school characteristics in the process of modernization will effectively promote the modernization of schools and improve their competitiveness.

Audio-visual education is the only way to realize the modernization of school education.
Traditional education-audio-visual education-modern education is the inevitable track of educational development. To realize the two major tasks of school education modernization, audio-visual education must be carried out in depth.
