Builders are divided into first-class builders and second-class builders. The qualification of first-class construction engineers shall be subject to a unified national outline, unified proposition and unified organization examination system, which shall be jointly organized and implemented by the Ministry of Personnel and the Ministry of Construction. The exam is held once a year in principle.
The first-class constructor certificate does not require annual inspection. Before the certificate registration expires, the holder needs to renew the registration. At that time, the first-class constructor certificate will be audited (proof of continuing education is required), and those who do not participate in continuing education will not be able to pass the exam. Continuing education is divided into compulsory courses and elective courses, and each course is 60 hours in each registration period. After continuing education reaches the qualified standard, a certificate of continuing education will be issued.
The first-class builder's certificate implements electronic certificate.
1. Since 2002 1, 15, the first-class e-certificate for builders has been implemented nationwide (see annex1for specific examples and explanations), and the e-certificate style is in accordance with the first-class registered certificate for e-certificate for the national integrated online government service platform (see annex 2 for specific styles). Since June 65438+1 October1day, the first-class builders have uniformly used electronic certificates, and the paper registration certificate has become invalid.
2. Since 20021,10, 15, if the first-class construction engineer approves the initial registration, additional registration, re-registration or renewal registration nationwide, no paper registration certificate or anti-counterfeiting mark will be issued; If the basic information of the employer is modified, the anti-counterfeiting sticker is not affixed; If it is necessary to reissue the paper registration certificate due to loss, defacement or modification of personal information, the paper registration certificate will not be reissued or replaced.
3. During the parallel use of electronic certificate and paper registration certificate, their registration numbers are valid at the same time. From June 5438+1 October1day, 2022, the first-class construction engineer should re-engrave the practice seal and use the registration number on the electronic certificate.
4. The housing and urban-rural construction departments of all provinces (autonomous regions and municipalities) shall, jointly with relevant industry departments, innovate the supervision mode, make full use of information technology, and accelerate the application of e-cert in bidding, examination and approval, project management and industry supervision.
Requirements for using e-cert
The first-class constructor can log on to the national government service platform and the government service portal of the Ministry of Housing and Urban-Rural Development to view and download the e-certificate. Please refer to the Manual for the Application and Use of E-Certificate for First-Class Builders of the Ministry of Housing and Urban-Rural Development for specific operation procedures. When browsing and downloading e-Cert, I should confirm the use time limit of the certificate. The use period of e-cert is 180 days, but if the period is less than 180 days from the validity period of registered specialty or the date when the builder reaches the age of 65, the use period of e-cert shall prevail. The e-cert that exceeds the service time limit is invalid. You need to download the e-cert again and reconfirm the service time limit.
