"Wenzhou City University (Wenzhou Radio and TV University), founded in 1982, is an institution of higher learning directly under the Wenzhou Municipal People's Government, the only public adult university in Wenzhou, and the municipal TV University under Zhejiang Open University, which mainly undertakes all kinds of adult continuing education including open education, distance education and adult education.

Adult education is a cultural examination organized by the enrollment institutions alone or jointly before the national unified adult college entrance examination. Eligible candidates can be admitted in advance with the same treatment as the college entrance examination. Zhejiang Open University, approved by Zhejiang Education Department in August, 20021year, began to take separate examinations for adult higher education and enroll students separately.
