In order to implement the spirit of the Notice of the General Office of the State Council on Forwarding the Implementation Measures for Free Education of Students in Normal Universities Directly under the Ministry of Education (Trial) (No.34 [2007] of the State Council), to ensure free normal graduates to teach in primary and secondary schools, to encourage outstanding high school graduates to apply for normal majors, to encourage outstanding young people to teach for a long time, and to train a large number of outstanding teachers and educators, these measures are formulated. First, the employment of free normal graduates is coordinated by the relevant provincial governments, and the education, human resources and social security, institutional establishment, finance and other departments form working groups, which are responsible for formulating and implementing employment plans and implementing safeguard measures to ensure that free normal graduates teach in primary and secondary schools. The provincial education administrative department takes the lead in providing employment guidance for free normal graduates, implementing posts and handling dispatching and receiving work; The provincial human resources and social security department is responsible for the personnel transfer of free normal graduates; The provincial organization department is responsible for the preparation of free normal graduates to teach in primary and secondary schools; The provincial finance department is responsible for the implementation of relevant funds. Two, in accordance with the provisions of the document No.34 [2007] of the State Council, the implementation of free normal employment required. The provincial education administrative departments should grasp the job requirements of primary and secondary school teachers in the local area, and arrange in advance the preparation plan for receiving free normal graduates in conjunction with the organization departments within the approved total number of primary and secondary school teachers. All localities should make use of the attrition index or adopt the advanced and backward method to give priority to free normal graduates. When necessary, the provincial government of the receiving place may set up a special turnover system to ensure free normal graduates to teach in primary and secondary schools. Three, free normal graduates generally return to the primary and secondary schools in the province where the students are located to teach and fulfill their national obligations. Encourage graduates to teach in remote, poor and ethnic areas. The provincial education administrative department is responsible for organizing employers to make two-way choices with free normal graduates, timely releasing the job demand information of primary and secondary school teachers in this province (autonomous regions and municipalities), organizing various forms of supply and demand meeting activities, and implementing the teaching schools for each graduate. Normal universities directly under the Ministry should do a good job in free graduation education, employment guidance and information service for normal students. Guide normal college graduates to strengthen teachers' professional beliefs and aspire to teach for a long time and for life. Strengthen communication with local education administrative departments and employers, and cooperate with the employment work. According to the unified arrangement of the education administrative department where the school is located, we should do a good job in identifying the qualifications of free normal graduates according to law. Timely send the information of normal graduates to the provincial education administrative department where the students are located. The National Information Consulting and Employment Guidance Center of the Ministry of Education is responsible for the employment guidance, information service, supervision and inspection of free normal graduates from normal universities under the Ministry. Timely release the post requirements of primary and secondary school teachers in various provinces (autonomous regions and municipalities) and the information of free normal graduates on the three-dimensional platform of national public service for college students' employment. Four, free normal graduates to obtain teacher qualifications according to law, in accordance with the provisions of the document No.34 [2007] of the State Council and the Agreement on Free Education for Normal Students. Free normal graduates who signed employment agreements through two-way selection before graduation, their files, accounts, etc. They are all directly transferred from the training school to the household registration department where the employer and the employer are located; Free normal graduates who have not signed an employment agreement will be transferred to the provincial education administrative department where the students are located before graduation, and the provincial education administrative department will co-ordinate arrangements with relevant departments to teach in primary and secondary schools in areas where teachers are in short supply. If there are special circumstances that require inter-provincial teaching, it must be audited by the school and approved by the provincial education administrative department where the students are located. Five, free normal graduates to work in urban schools, the education administrative department of the local government combined with urban teachers to support rural education, arranged to teach in rural schools for two years. Free normal graduates still enjoy the wages and benefits of the original schools during their teaching service in rural schools. Local governments and rural schools should provide free normal graduates with necessary working and living conditions such as revolving houses to teach in rural areas. Six, free normal graduates who meet the requirements after examination can be admitted as a master of education, on-the-job learning, teaching evaluation and thesis defense, and issue a master's diploma and a master's degree certificate of education. Free normal students are generally not allowed to apply for full-time graduate students before graduation and during the service period stipulated in the agreement. Teaching schools should support free normal graduates to study for master's degree in education. Specific measures shall be formulated separately. Seven, the provincial education administrative departments, subordinate normal universities and free normal graduates should strictly implement the Free Normal Education Agreement. Free normal graduates can move between schools or engage in educational management during the teaching service period stipulated in the agreement. Graduates who fail to fulfill the agreement should refund the free education fees they have enjoyed and pay liquidated damages according to the regulations. Those who study for a master's degree in education on the job will be disqualified from the training school. If the agreement cannot be fulfilled due to special reasons, it shall be reported to the provincial education administrative department for approval. Provincial education administrative departments are responsible for the performance management of free normal graduates within their respective administrative areas, establish credit files, publish default records, record them in personnel files, and manage default refunds and liquidated damages. Eight, governments at all levels should take effective measures to encourage and support free normal graduates to engage in primary and secondary education for a long time. The Ministry of Education, Ministry of Human Resources and Social Security, the Central Organizing Committee and the Ministry of Finance establish a free supervision mechanism for the employment of normal graduates, conduct inspections every year, and publish the results in an appropriate manner. Where the employment of free normal graduates has not been effectively implemented, the local enrollment plan of normal colleges directly under the Ministry will be adjusted as appropriate. Nine, to ensure that free normal students teach in primary and secondary schools is the key link to implement the demonstration measures of free education for normal students. Governments at all levels and relevant departments, normal universities directly under the Ministry of Education and relevant primary and secondary schools should fully understand the great strategic significance of implementing free education for normal students, attach great importance to it, closely cooperate with it, carefully organize it, conscientiously do a good job in the employment of free normal students, and create conditions for training and bringing up a large number of outstanding primary and secondary school teachers.
