In the notice, the Ministry of Education clarified four requirements:

First, promote the full coverage of after-school services, effectively open up the "last mile" of after-school services in schools, and ensure the full coverage of urban compulsory education schools and students with difficulties.

The second is to ensure after-school service time. In principle, the end time of after-school service shall not be earlier than half an hour after the local normal off-duty time; For students with special needs, delayed custody service can be provided to effectively solve the problem of parents picking up students.

Third, improve the quality of after-school service. Enrich the content of after-school service, guide students to finish their homework carefully, guide students with learning difficulties, guide students with spare capacity to expand their study space, and carry out colorful cultural and sports activities, reading, interest groups and community activities to improve the quality of after-school service.

Fourth, strengthen after-school service guarantee. Improve the after-school service funding guarantee mechanism, and raise funds through financial subsidies, service charges or fees on behalf of others. The specific policies of school service charges and agency charges are formulated by the provinces, and it is strictly forbidden to charge fees in the name of after-school services. Establish and improve the team of after-school service teachers, mainly school teachers, with the participation of off-campus professionals or volunteers, and improve the subsidy policy for participating teachers and personnel.
