The local government takes the community as a unit, establishes corresponding organizations, identifies relevant personnel, allocates relevant funds, conducts regular urine tests, conducts regular talks, gives regular education and help to these people, and tries every means to arrange jobs for them, create employment opportunities and help them integrate into society as soon as possible.

2. Voluntary rehabilitation. At present, the Ministry of Health is also a voluntary medical institution to promote and develop social public and private investment. In other words, people who are willing to quit by themselves should provide places and medical institutions so that they can find such hospitals and medical institutions around and nearby as long as they are willing.

3. Provide drug maintenance treatment. Maintenance treatment service stations are widely set up in the community, so that people living nearby can enjoy certain government subsidies and go to maintenance treatment points for treatment. At present, there are more than 700 such treatment points in China, where more than 200,000 people receive treatment.

4. Through such comprehensive rescue measures, China has formed a personnel education, rescue and rescue system, and this system is still being gradually improved. I believe that through the gradual deepening of the work, this work will be continuously strengthened.
