Article 1 In order to improve the quality of scientific and technological personnel in this Municipality and meet the needs of social and economic development, these Detailed Rules are formulated in accordance with the Regulations of Guangdong Province on Continuing Education of Scientific and Technological Personnel and the actual situation of this Municipality. Article 2 These Detailed Rules shall apply to the enterprises and institutions in this Municipality and the scientific and technical personnel with professional and technical positions above the junior level employed by them. The term "scientific and technical personnel employed in professional and technical positions above junior level" as mentioned in these Detailed Rules refers to scientific and technical personnel who have obtained professional and technical titles or qualifications in accordance with the national professional and technical title system and are employed in natural science research, engineering technology, agricultural technology, medical and health care, natural science teaching and other fields in universities, technical secondary schools and technical schools. Article 4 The Municipal Science and Technology Commission and the District and County Science and Technology Commissions are the competent departments of the people's governments at the same level in charge of continuing education for scientific and technical personnel.
