1. Incorporate the strategy of healthy aging into the long-term planning of national economic and social development. We put forward the strategic connotation of healthy aging, which mainly includes the contents of "having a sense of security, medical care, doing something, learning, teaching and having fun", which is a comprehensive summary of China's aging work, an important content to promote the sustainable development of economy and society, and a main idea to solve the problem of China's aging population. Specific suggestions are as follows:
First, raise awareness of the problem of aging. It is necessary to strengthen the propaganda and guidance of public opinion, emphasize the seriousness of the accelerated trend of population aging in China, the urgency of its impact on social and economic development and the importance of implementing the strategy of healthy aging, improve the ideological understanding of governments and leaders at all levels, and enhance the awareness of aging in the whole society.
Second, clarify the direction of national aging work. Incorporate the strategy of healthy aging into the national tenth five-year plan and medium-and long-term development plan, carefully design and construct China's aging work system in combination with the economic development process and different situations in urban and rural areas, and clearly put forward the target requirements, work priorities, investment and inspection standards.
Third, it is implemented in the development plans of various places. Governments at all levels are required to attach great importance to it, put the aging work in the local area on the agenda, incorporate it into the local economic and social development plan according to national requirements and their own reality, and adopt the mode of division of labor and joint management to manage, provide services, take measures and check the aging work.
2. Take the road of combining family pension with social pension. Establish a home-based pension system based on family pension, supplemented by community pension service network, supplemented by public welfare facilities and social insurance system, organically combine the functions of the elderly themselves, families, society and the state, and make them play the best role. Specific suggestions are as follows:
First, the home-based care environment. In order to facilitate the life of the elderly, residential design should fully consider the convenience of the elderly and meet the needs of families of all ages. Public facilities should arrange places convenient for the elderly to live in their own families, continue to play the role of family pension, advocate a healthy lifestyle and improve the family pension system with the tradition of respecting the elderly.
Second, accelerate the construction of community services for the elderly. In urban construction planning, we should fully consider the trend of population aging, rationally plan the blueprint of the community, and let the elderly get various services such as consultation, shopping, cleaning, companionship, nursing and emergency rescue nearby, so as to provide conditions for the needs of social activities such as learning, entertainment and communication. Facing the elderly, we will gradually build a multi-level, multi-functional and multi-project community service system suitable for different characteristics of urban and rural areas.
Third, moderately develop public welfare facilities for the aged. According to the local economic development level and the situation of the elderly who need to be supported by public welfare institutions, the government should continue to increase investment, strive to improve facilities and conditions, and gradually improve the living and supporting level. Encourage and support social private public pension facilities, formulate preferential policies to actively develop welfare public pension facilities, and form a rescue and security system for elderly people with family support difficulties.
Fourth, improve the social security system for the elderly. It is necessary to take various measures to improve the normal growth mechanism of the basic pension for urban retirees, improve relatively independent pension institutions, be responsible for the collection, payment, operation and management of pensions, and explore the establishment of pension insurance funds in the form of issuing government bonds to ensure timely and full payment. Rural areas should gradually implement a rural old-age security system with self-savings and family security as the mainstay, supplemented by collective subsidies and supported by national policies, actively promote social insurance and commercial insurance for urban and rural old-age care and medical care, and gradually establish a social security system for the elderly in urban and rural areas.
3. Actively develop the aging industry. Aging industry is an industry formed to meet the material and spiritual needs of the elderly, including both productive industries and service industries, and it is an important means to solve the problem of population aging. To develop the aging industry, firstly, we should proceed from the reality of our country and aim at meeting the material and spiritual needs of the elderly; Second, we should be market-oriented and act according to economic laws. Third, we must ensure the rational use of pension expenses and improve the consumption power of the elderly. Specific suggestions are as follows:
First, the market mechanism drives the development of aging industries. According to the development trend of aging population, the state should focus on the material and spiritual needs of the elderly, adjust some industrial structures, develop and produce all kinds of old-age products suitable for the right path, and encourage and guide the development of the old-age products market. Economic management departments should use the market mechanism to formulate some necessary preferential policies to support the development of welfare for the elderly.
Second, develop social welfare undertakings with aging industries. Socialized service for the aged in urban and rural areas should gradually take the road of industrialization. While giving the necessary financial support, we should encourage social organizations and individuals to participate, start the industrial mechanism for the elderly to set up social welfare facilities, implement the management of whoever invests, operate according to law, and mobilize the enthusiasm of all parties.
Third, strive to reduce the development cost of serving the old industries. It is necessary to make full use of existing social resources to develop the aging industry, raise funds for the development of the aging industry at multiple levels and through multiple channels, and strive to improve the utilization rate of funds. Make full use of financial leverage and consider supporting the development of the elderly service industry in tax collection policies.
4. Accelerate the improvement of pension laws and regulations. Governing the country according to law is the basic strategy of China's socialist modernization, and governing the social and economic problems brought about by the aging population according to law should be an important part of the aging work in the next century. Specific suggestions are as follows:
First, strengthen the enforcement of laws and regulations for the elderly. The legal department should resolutely punish illegal acts that infringe upon the legitimate rights and interests of the elderly, rationally adjust the relationship between the elderly and other groups according to law, strengthen civil mediation, and promote family harmony and social stability.
Second, speed up the improvement of legislation for the elderly. Around 2005, the state should introduce laws and regulations on social security such as endowment insurance, medical insurance, social relief and welfare for the elderly as soon as possible, so that the lives of the elderly can be effectively guaranteed; In about 20 10 years, most laws and regulations for the elderly, such as the law on the participation of the elderly in social development and the outline for the development of new undertakings for the elderly, have been formulated, forming a legal system for the elderly with the law on the protection of the rights and interests of the elderly as the basic law.
Third, further carry forward the traditional virtues of respecting the elderly and providing for the elderly of the Chinese nation. Increase the publicity and popularization of the Law on the Elderly, incorporate the laws and regulations of the elderly into the national legal education plan, strengthen law enforcement inspection and supervision, actively carry out law-abiding education and political and ideological education for the elderly, commend advanced models of respecting the elderly, punish the abuse of the elderly according to law, and create a good social environment for healthy aging.
5, to further strengthen the leadership of the aging work. Facing the trend of aging population in China, aging work can only be strengthened, not weakened. Party committees and governments at all levels should fully understand the importance of doing a good job in aging work and further strengthen and improve their leadership over aging work. Specific suggestions are as follows:
First, strengthen the leadership of the CPC Central Committee on aging work. Before 2000, in the name of the Central Committee of the Communist Party of China, an open letter or document was issued, asking Party organizations at all levels, governments at all levels and the vast number of party member to do a good job in aging from a strategic and political perspective. Incorporate the aging work into the contents of the symposium on population, resources and environment held by the National People's Congress in the Political Bureau of the Central Committee in March each year, and make major arrangements for China's aging work in a timely manner.
Second, improve the government's aging management institutions. The state should set up a high-level deliberation and coordination body for aging affairs as soon as possible, formulate the general principles and policies for the development of China's aging cause, and coordinate some major issues. The China Association for Aging will be reorganized into the leading body for aging work directly under the State Council, as the office of the national deliberation and coordination body for aging work, and it will be authorized to exercise the necessary administrative functions, straighten out the management system for aging work, enrich the full-time staff for aging work, and strengthen the management, education and service for aging work.
Third, strengthen the socialized pension service team. Arrange some laid-off workers and voluntary forces from all walks of life to undertake community services for the elderly, and mobilize neighborhood committees and village committees to organize young and elderly people to carry out self-help services. Some colleges and universities cultivate professional management talents for the elderly, strengthen the construction of scientific research institutions for the elderly, and unite experts and scholars in various fields to carry out scientific research for the elderly. Improve the legislative supervision and management institutions, strengthen the legislative work and legal supervision of aging affairs, and promote the cause of aging into the legal management track.

2. Establish and improve the social welfare security system for the elderly, including endowment insurance, medical insurance, social welfare for the elderly and social relief for the elderly.
3. Establish a community-centered service system for the elderly. Software and hardware construction of welfare services for the elderly, life care, medical care, physical fitness, culture and education, legal services, etc.

5. Establish China's characteristic pension safety net, family safety net, community pension service safety net, social pension safety net, home pension safety net, community service support and supplementary pension mechanism of social institutions.
6. Improve the quality of life of the elderly and create a healthy aging environment.
Working ideas: three consciousnesses, three systems and two teams.
Work objective: To provide for the elderly, provide them with medical care, be productive, learn and enjoy themselves.
Strategic goal: to promote healthy aging and realize the health of everyone and the health and longevity of the elderly.
What should we do for the elderly?
After China enters an aging society, there will be more and more social problems caused by this special social group, the elderly. "For example, there is still a big gap between China and some developed countries abroad in terms of nursing and hospice care." We must face up to these new problems and solve them seriously in order to solve the worries of the elderly and give them a sense of security and belonging. On the one hand, government departments need to take action to actively strive for the welfare of the elderly. On the other hand, we need to consciously assume this responsibility and take the initiative to provide convenience and help for the elderly. In this way, the big family we live in will be more harmonious and beautiful.
