Economic management departments should use the market mechanism to formulate some necessary preferential policies to support the development of welfare for the elderly.

Second, develop social welfare undertakings with aging industries. Socialized service for the aged in urban and rural areas should gradually take the road of industrialization. While giving the necessary financial support, we should encourage social organizations and individuals to participate, start the industrial mechanism for the elderly to set up social welfare facilities, implement the management of whoever invests, operate according to law, and mobilize the enthusiasm of all parties.

Third, strive to reduce the development cost of serving the old industries. 4. Accelerate the improvement of pension laws and regulations. Specific suggestions are as follows:

First, strengthen the enforcement of laws and regulations for the elderly. The legal department should resolutely punish illegal acts that infringe upon the legitimate rights and interests of the elderly, rationally adjust the relationship between the elderly and other groups according to law, strengthen civil mediation, and promote family harmony and social stability.

Second, speed up the improvement of legislation for the elderly. Around 2005, the state should introduce laws and regulations on social security such as endowment insurance, medical insurance, social relief and welfare for the elderly as soon as possible, so that the lives of the elderly can be effectively guaranteed; In about 20 10 years, most laws and regulations for the elderly, such as the law on the participation of the elderly in social development and the outline for the development of new undertakings for the elderly, have been formulated, forming a legal system for the elderly with the law on the protection of the rights and interests of the elderly as the basic law.

Third, further carry forward the traditional virtues of respecting the elderly and providing for the elderly of the Chinese nation. Increase the publicity and popularization of the Law on the Elderly, incorporate the laws and regulations of the elderly into the national legal education plan, strengthen law enforcement inspection and supervision, actively carry out law-abiding education and political and ideological education for the elderly, commend advanced models of respecting the elderly, punish the abuse of the elderly according to law, and create a good social environment for healthy aging.

5, to further strengthen the leadership of the aging work. Facing the trend of aging population in China, aging work can only be strengthened, not weakened. Party committees and governments at all levels should fully understand the importance of doing a good job in aging work and further strengthen and improve their leadership over aging work. Specific suggestions are as follows:

First, strengthen the leadership of the CPC Central Committee on aging work. Before 2000, in the name of the Central Committee of the Communist Party of China, an open letter or document was issued, asking Party organizations at all levels, governments at all levels and the vast number of party member to do a good job in aging from a strategic and political perspective. Incorporate the aging work into the contents of the symposium on population, resources and environment held by the National People's Congress in the Political Bureau of the Central Committee in March each year, and make major arrangements for China's aging work in a timely manner.

Second, improve the government's aging management institutions. The state should set up a high-level deliberation and coordination body for aging affairs as soon as possible, formulate the general principles and policies for the development of China's aging cause, and coordinate some major issues. The China Association for Aging will be reorganized into the leading body for aging work directly under the State Council, as the office of the national deliberation and coordination body for aging work, and it will be authorized to exercise the necessary administrative functions, straighten out the management system for aging work, enrich the full-time staff for aging work, and strengthen the management, education and service for aging work.

Third, strengthen the socialized pension service team. Arrange some laid-off workers and voluntary forces from all walks of life to undertake community services for the elderly, and mobilize neighborhood committees and village committees to organize young and elderly people to carry out self-help services. Some colleges and universities cultivate professional management talents for the elderly, strengthen the construction of scientific research institutions for the elderly, and unite experts and scholars in various fields to carry out scientific research for the elderly. Improve the legislative supervision and management institutions, strengthen the legislative work and legal supervision of aging affairs, and promote the cause of aging into the legal management track.
