What are the procedures for opening a kindergarten in Fuxin?
The pre-school department (branch) of the municipal and district education bureau is responsible for the examination and approval of kindergartens. Specific conditions and approval procedures can be found on the homepage of the preschool department of the website of the Municipal Education Bureau.

China's "Regulations on the Administration of Kindergartens", Chapter II "Basic Conditions and Approval Procedures for Holding Kindergartens" stipulates as follows:

Article 7 Kindergartens must be located in safe areas. It is strictly forbidden to set up kindergartens in polluted areas and dangerous areas.

Article 8 Kindergartens must have parks and facilities that meet the requirements of conservation and education. Kindergarten buildings and facilities must meet the national health standards and safety standards.

Ninth the establishment of a kindergarten shall be equipped with nursing, preschool education, medical care and other staff who meet the following conditions:

(a) kindergarten directors and teachers should have graduated from preschool normal schools (including pre-school education majors in vocational schools), or passed the examination by the administrative department of education.

(2) Doctors should have graduated from medical colleges, and doctors and nurses should have graduated from secondary health schools, or obtained the qualification recognition from the health administrative department.

(three) health care workers should have graduated from high school and received infant health care training.

(4) Nurses should graduate from junior high school and have received vocational training in child health care.

Patients with chronic infectious diseases and mental illness are not allowed to work in kindergartens.

Article 10 Units or individuals that run kindergartens must have sources of funds for conservation, education, maintenance, or expansion or reconstruction of kindergarten buildings and facilities.

Article 11 The state practices a kindergarten registration system. Without registration, no unit or individual may start a kindergarten.

Article 12 The establishment and closure of urban kindergartens shall be registered by the education administrative department of the municipal people's government of a district or a city not divided into districts.
