The education department was informed that the Ministry of Education recently issued a notice requiring primary and secondary school students to ensure one hour of physical activity every day. In 2004, the results of national students' physical health monitoring showed once again that some physical indexes of primary and secondary school students in China continued to decline, the proportion of overweight and obese students increased, and the detection rate of students' poor eyesight continued to rise. The main reason is that students lack daily physical exercise and the time for physical activities cannot be guaranteed. Based on this, the Ministry of Education requires all primary and secondary schools in China to set up physical education class in accordance with national regulations and requirements. On days when there is no physical education class, the school will organize students to take part in one-hour extracurricular sports activities. The Index System for Supervision and Evaluation of Physical Education Teaching in Primary and Secondary Schools (Trial) issued by the Ministry of Education includes the myopia rate of primary and secondary school students and the completion of 1 hour exercise every day. The System (Trial) requires that the supervision and evaluation of physical education teaching in primary and secondary schools should focus on four aspects: education management, condition guarantee, evaluation mechanism and students' physical condition. Among them, education management includes implementing one-hour physical exercise time, establishing military training system and holding sports meetings. Conditional guarantee includes the rate of PE teachers and the rate of reaching the standard of sports venues and equipment. The evaluation mechanism includes the proportion of sports scores in the senior high school entrance examination and the detection rate of vision. The physical condition of students includes the rate of reaching the standard of students' physical health and the rate of poor eyesight. The Ministry of Education requires all localities to carry out sports supervision and evaluation in primary and secondary schools, and implement systems such as rectification within a time limit, notification of results, accountability, rewards and punishments. The results of supervision shall be announced to the public, and shall serve as an important part of the performance appraisal of leading cadres and an important basis for commendation and reward or accountability.
