The organic unity of ruling the county by law and ruling the county by virtue is a major innovation and feature of the law popularization work in Anze County. Although Anze County has a small population, it comes from 16 provinces and 167 counties. Different regional cultures and historical evolution have created different customs and habits. After several years of exploration, they found that in order to make the complicated people of Anze respect each other, make progress hand in hand, advocate the rule of law and pursue harmony, they must take the road of popularizing law with Anze characteristics, perfectly integrate legal culture with traditional morality, and organically combine legal knowledge with local culture.
"One thing, one discussion" and "point" publicity
On the basis of strengthening legal education in rural areas, Anze County has vigorously promoted the work of administering villages according to law from three aspects.
The implementation of the "one thing, one discussion" system has effectively stimulated the enthusiasm of ordinary people to participate in the construction. Every village in the county, from building bridges and roads to environmental sanitation, must be discussed and decided by the villagers' representative Council, and villagers' representatives directly participate in supervision. The transparency of village affairs has been obviously strengthened, which has condensed the wisdom of villagers, jointly promoted the construction of new countryside and always maintained a leading position in the whole province and the whole city. At present, the proportion of people in the county participating in collective affairs according to law has reached more than 90%.
On the basis of regular disclosure of village financial revenue and expenditure, villages in Anze County have implemented a new method of "making village affairs public". That is to say, if the masses have any questions or suggestions about village affairs, finance and other matters, they just need to write a note or make a phone call, and they will get a true, detailed and open reply within 15 days. "Opening the topic" made the masses have a clear understanding, but also cleared the cadres of charges and further strengthened the relationship between the party and the masses. In the general election of village committees, 89 villages in the county were successfully elected at one time, and the success rate reached 86%, which became another evidence of the harmony between Anze cadres and masses.
"433 Mode" and Safety Construction
After years of practice, Anze has initially explored "four-level polls, three-station interviews and three-level secretary interviews" with the characteristics of Anze's "433" harmonious construction pattern. The "four-level poll" is a grass-roots poll organization composed of four levels: township, village, group and mediator, which is "horizontal to the edge, vertical to the end, graded responsibility and mediation step by step"; The "three-station interview" is a hierarchical interview network with the system of village mediation room, rural public sentiment analysis coordination meeting and county public sentiment on-site office meeting. "Three-level secretary reception" is an extension of all activities of "county (city, district) Party committee secretary reception", and the activities of "three-level county party committee secretary reception and functional department reception" are carried out regularly, adopting the methods of "three-level secretary reception, county leaders reception in turn, joint visits by functional departments, regular appointments by leading cadres, voluntary visits by Baocun cadres, and strict inspection and supervision.
In recent years, through the "433" harmonious co-construction model, the success rate of civil dispute mediation in the county reached 99.3%, and nearly 300 civil disputes were all resolved at the grassroots level throughout the year, and no dispute was intensified or handed over.
