The civil air defense office is responsible for the management of civil air defense work throughout the country. The civil air defense offices of local people's governments at or above the county level are located in local people's governments at all levels and are the functional departments of the people's governments at the corresponding levels, responsible for the unified management of civil air defense work within their respective administrative areas. The civil air defense departments of local people's governments at or above the county level, including the civil air defense offices of provinces (autonomous regions and municipalities directly under the Central Government), cities divided into districts (autonomous prefectures) and counties (autonomous counties, cities not divided into districts, municipal districts and banners), are independent institutions and are the competent departments in the sequence of people's governments at the corresponding levels. Military organs at the same level send personnel to participate in the work of civil air defense offices at the same level. Its main duties are: to implement the state's principles, policies, laws and regulations on civil air defense work, and to formulate civil air defense construction plans and relevant work regulations, plans and measures in this administrative region; Formulate air raid prevention plans and various security plans; Organizing the construction and management of civil air defense works, communications and alarms; Supervise, inspect and guide the implementation of civil air defense requirements in urban construction; Organize the construction and training of mass air defense teams and organize urban civil air defense exercises in a timely manner; Organize publicity and education on civil air defense in accordance with the law and strengthen scientific and technological research on civil air defense; To manage civil air defense funds, materials and assets; To undertake other duties entrusted by the competent civil air defense department at a higher level and the people's government at the same level. In wartime, under the leadership of the people's air defense headquarters at all levels, according to the air defense plan, organize urban people's air defense attacks, mainly to complete the distribution of air defense warnings, evacuation and concealment, eliminate the consequences of air strikes, and assist relevant departments to restore production and social life order.
