In order to do a good job in the recruitment of civil servants in this year's examination, the relevant matters to be declared in the plan are hereby notified as follows:

I. Scope of reporting entities

The time for applying for the recruitment plan is 20 1 1, and February 15 to February 28. The Organization Department of the Provincial Party Committee and the Provincial Civil Service Bureau will review and summarize the province's recruitment plan from March/KLOC-0 to March 4.

Third, the declaration content

The contents of the planned application mainly include the number of staff, actual number, planned employment, recruitment positions and job requirements (see annex). Each unit shall describe the job qualifications in detail when preparing the recruitment plan. 20 1 1 The job codes in the recruitment plan are uniformly arranged by the Provincial Civil Service Bureau, and it is not necessary for all localities and departments to arrange job codes themselves.

Considering that the interview time of applicants applying for the same position should not be too long, and the interview must be completed by the same examiner team, the number of recruits for each position generally does not exceed 10, and the job interview plan with more than 10 should be reported to the Organization Department of the Provincial Party Committee or the Provincial Civil Service Bureau for approval.

According to the relevant national and provincial regulations, in the 20 1 1 annual recruitment plan of our province, units at or below the county level must have 15% for directional recruitment of "four project personnel" who have completed their service for nearly three years and passed the examination. Conditional cities and above can also take out some positions to recruit "four project personnel". The departments directly under the jurisdiction of the state and county refer to the relevant policies of the state and county, and the prisons and reeducation-through-labor institutions under the jurisdiction of prisons and reeducation-through-labor systems are implemented according to the proportion and requirements of county-level units.

(viii) Gender requirements

1. The recruitment of people's police posts can be carried out according to the proportion that women are not higher than the incumbent originally appointed by the Ministry of Public Security 15%.

2. Some hard, special and manual jobs, such as underground work, may be limited to men.

The proportion of minority posts in the planned employment can be determined with reference to the proportion of local minority population in the local total population and the ethnic proportion of existing civil servants.

(10) Requirements for the nature of academic qualifications

The options of this information item are "National Education Graduates", "Ordinary Enrollment Plan Graduates" and "Unlimited". The policy on the nature of academic qualifications is as follows:

National education degree refers to a degree recognized by the state. Including primary education (primary school), secondary education (junior high school) and higher education (university). Graduates of general enrollment plan are a kind of national education graduates. Graduates of general enrollment plan include: graduates of general primary education (primary school), graduates of general secondary education (junior high school, senior high school and technical secondary school) and graduates of general higher education (university).

Applicants are required to be "fresh graduates of 20 1 1 year" and "unemployed graduates since 2009", and must be graduates of the general enrollment plan.

(11) Academic requirements

This information item can only be selected from the categories of doctor and above, master and above, undergraduate and above, junior college and above, secondary school and high school and above.

The academic qualifications of provincial organs, provincial units and national organs must be junior college or above. According to local conditions, workers, farmers and village (community) cadres who have been working for more than 2 years can be allowed to apply for some positions in towns (streets) in our province, and these positions can be relaxed to the level of secondary school and high school; Units at or below the county level can recruit posts with a small population, and their academic qualifications can also be relaxed to secondary schools or high schools. Except for workers, farmers, village (community) cadres who have been employed for more than 2 years in township (street) posts and posts with less population below the county level, the academic qualifications of other posts must be above junior college. The academic requirements of laws and procuratorates shall be implemented in accordance with the relevant provisions of laws and procuratorates.

(13) Age requirement

Due to the age limit imposed by the Ministry of Public Security on the granting of professional titles, the public security people's police can impose age limits, and the Communist Youth League department can also impose age limits. Other departments operate according to the age 18-35 in the Employment Regulations of Civil Servants. After passing the national judicial examination or obtaining a master's degree in law or above, the age of those who apply for the legal examination system can be relaxed to 18-40 years old. If the public security department has special age restrictions, they are all under the age of 29, and if the Communist Youth League department has special age restrictions, they are all under the age of 27.

According to the relevant regulations of the state, the age limit for 201master's and doctoral students who graduated from colleges and universities (not working) was relaxed to 40 years old.

The age requirement is one year old, the calculation base is "month", and the deadline is the month of registration.

(14) professional requirements

In order to standardize the professional setting of civil servant recruitment in our province, according to the professional classification rules of the Education Department and the nature of civil servant examination, we have formulated the "Yunnan Province 201KLOC-0/Civil Servant Recruitment Professional (Discipline) Guidance Catalogue" (see annex), and made adjustments on the basis of last year. There are different disciplines in the professional guidance catalogue. There are "categories" under "disciplines" (hereinafter referred to as "categories") and "specialties" under "categories".

You can choose 1-3 for discipline and category, and only one major can be selected. If the post professional requirements are limited to specific majors, only one major setting can be selected, and the other two cannot be selected.

The "major" mentioned in the professional catalogue not only refers to the major that the applicant has studied in school, but also includes the major that the applicant has worked in. If the applicant has been engaged in the major required by the post, but his major is not the one required by the post, as long as he has the relevant qualification certificate of the major required by the post, he can be regarded as meeting the professional requirements of the post. Special options will be set by the system and submitted to the background for manual review. Those who meet the application conditions shall be approved.

Candidates whose majors are not in the professional guidance catalogue will be submitted by the system for manual review, and the review unit will determine whether the candidates meet the registration conditions according to the similarity between the actual positions and the majors studied by the candidates.

When setting professional requirements, all units should pay attention to the appropriateness of being broad but not strict, and only need to set disciplines (not limited to disciplines, not limited to vacancies during operation). General posts only set categories, and special posts set up as "majors", which must be audited by the competent department of civil servants at the same level and approved by the provincial competent department of civil servants. If it is not suitable to set up a specific professional post, the provincial civil servant department will ask the municipal organization, human resources and social departments to modify it. If it is not modified within the specified time, the recruitment of the post will be cancelled.

Where the specific major is located in the city, the particularity of each post must be stated, and the telephone number of the civil service department of the Municipal People's Social Security Bureau and the telephone number of the supervision department at the same level shall be announced. The Municipal Bureau of Human Resources and Social Security shall bear the relevant responsibilities of the applicant's inquiry, and put forward requirements according to the relevant norms of the first inquiry responsibility.

There are no restrictions on disciplines, categories and majors for the four positions of engineering personnel recruited for grass-roots oriented services.

Education requirements are set to "high school and above" positions, and there are no restrictions on disciplines, categories and majors.

If the positions of public security graduates are not limited to specific majors, they should choose both "public security majors in public security colleges" and "public security majors in non-public security colleges".

(15) Living requirements in grassroots work experience.

In the employment plan of 20 1 1, 85% of provincial units must be used to recruit non-civil servants who have worked in grassroots work experience for more than 2 years or civil servants who have worked in organs below the county level for 5 years; More than 50% of state-level units must be used to recruit non-civil servants with more than 2 years of experience in grassroots work experience or civil servants with 5 years of working experience in organs below the county level. In order to smooth employment channels, civil servants in grass-roots organs are not allowed to apply for other positions other than those stipulated.

Grassroots work experience refers to his working experience in party and government organs below the county level, state-owned enterprises and institutions at all levels, village (community) organizations and other economic or social organizations. Unemployed college graduates who leave school go to the internship base of college graduates (the base is grass-roots units) to participate in internships or participate in project research in enterprises and institutions, which can be regarded as grassroots work experience. Working experience in an army regiment or equivalent units below the regiment can be regarded as grassroots work experience.

Grassroots work experience's calculation deadline is the registration start time, and the calculation base is "month". 2. Except for Diqing and Nujiang state-level units, other state-level units and state-level units directly under the provincial level shall not restrict students or household registration;

3. Units at or below the county level and provincial departments (industry and commerce, local tax, quality supervision system) can restrict students or household registration in this city;

4. Restrictions on students and household registration, as long as the applicant meets one of the conditions;

In order to connect with the registration system, the registration form of the civil service examination and employment plan is an Excel form designed by the Organization Department of the Provincial Party Committee and the Provincial Civil Service Bureau. All localities and departments are not allowed to change the form style without authorization, and the contents of the form must be filled in strictly according to the requirements. If it is not filled in as required, it will be returned and re-filled.

The provincial units and provincial units directly responsible for the recruitment work by the competent unit only fill in the plan declaration form A, and the state, municipal organization departments and human resources and social departments must also fill in the plan declaration form Tables A and B.

In order to ensure the quality of the declaration, the provincial departments, the organization department of the Municipal Party Committee and the People's Social Security Bureau should first report the plan to the provincial civil servant department for pre-trial through the intranet or QQ group.
