The Plan for Popularizing Senior High School Education (20 17 ~ 2020) (hereinafter referred to as the Plan) proposes that by 2020, senior high school education will be popularized throughout the country to meet the needs of junior high school graduates to receive good senior high school education.
The overall goal of the plan is to popularize high school education nationwide by 2020 to meet the needs of junior high school graduates to receive good high school education.
At the same time, five specific goals are put forward:
First, the gross enrollment rate of the whole country and provinces (autonomous regions and municipalities) has reached more than 90%, and the gross enrollment rate in poverty-stricken areas in the central and western regions has been greatly improved;
Second, the structure of ordinary high schools and secondary vocational education is more reasonable, and the enrollment scale is roughly the same;
Third, the conditions for running schools have been significantly improved, basically meeting the needs of education and teaching;
Fourth, the funding mechanism is more perfect, and the per capita funding system is fully established;
Fifth, the quality of education has been significantly improved, the characteristics of running schools have become more distinct, and the attraction has been further enhanced. By achieving the above goals, we will strive to form a high school education with reasonable structure, strong guarantee and diverse characteristics.

The key to tackling the problem is to ensure the basics, make up the shortcomings and promote fairness, focusing on four types of regions, three types of people and three outstanding problems.
The four types of areas refer to poverty-stricken areas, ethnic minority areas, remote areas and old revolutionary areas in the central and western regions. These areas are restricted by the level of economic and social development, lack of educational resources and low popularization, and are the bottom of high school education.
It is clearly stated in the plan that the state and local governments will support these areas to expand educational resources, improve school conditions and guarantee the bottom through the implementation of a number of major engineering projects;
The three groups of people refer to students with financial difficulties, disabled students and migrant children of migrant workers. Protecting these groups' right to education is an important embodiment of promoting educational equity. The three outstanding problems refer to the high proportion of large classes in ordinary senior high schools, the continuous decline in the enrollment ratio of vocational education and the difficulties in school operation, which seriously affect the popularization level and healthy and sustainable development of senior high schools.
