All units should maintain the relative stability of archivists and attach importance to the education and training of archivists. Article 6 The principle of unified leadership and hierarchical management shall be implemented in this Municipality's archival work, so as to maintain the integrity and safety of archives and facilitate the use of all sectors of society. Chapter II Archives Institutions and Their Duties Article 7 The municipal archives administration department is in charge of the archival undertaking of this Municipality, and implements overall planning, organization and coordination, unified system, supervision and guidance for the archival undertaking of this Municipality according to law.
The district and county archives administration departments shall be in charge of the archives undertakings of the district and county, and supervise and guide the archives work according to law.
The archives institutions or archivists of the people's governments of townships, nationality townships and towns and urban neighborhood offices are responsible for managing the archives of their own organs, and supervising and guiding the archival work of their subordinate units and villagers' committees and residents' committees under their jurisdiction. Article 8 A comprehensive archives is an institution that collects and permanently preserves all kinds of archives and related materials according to the administrative regions, and makes them available to the society.
Professional archives are institutions that collect and permanently preserve files in specific fields or special carriers according to professional settings and provide them to the society for use.
The archives institution of a unit is the archives, archives rooms, archives rooms and archives departments set up by each unit, which is responsible for managing the archives of the unit, guiding the collection, filing and archiving of documents and materials of the clerical departments and business departments, and supervising and guiding the archives work of subordinate units. Article 9 The establishment, alteration and revocation of comprehensive archives shall be approved by the people's government at the same level; The establishment, alteration and revocation of special archives shall be audited by the municipal archives administration department and reported to the Municipal People's Government for approval; The establishment, alteration and cancellation of archives institutions shall be reported and registered to the municipal or district/county archives administration departments respectively. Eleventh institutions and personnel engaged in social intermediary services such as archives appraisal, evaluation and consultation shall be qualified by the municipal archives administration department and accept their business supervision. Chapter III Archives Management Article 12 Documents and materials that should be filed according to the provisions of the state and the archives administration department of this Municipality shall be collected and filed by the clerical department or business department and handed over to the archives institution or archivist of the unit for centralized management within the specified time. No unit or individual may refuse to file or take it for himself.
According to the provisions of the state and this Municipality, materials that are not allowed to be filed are prohibited from being filed without authorization. Thirteenth reflect the major political, economic, scientific, technological, cultural, religious and other activities within their respective administrative areas, which are of preservation value to the state and society or should be kept confidential, should focus on collection and management.
The specific scope of the key collection and management of archives shall be determined by the municipal or district/county archives administration department, and the relevant units or individuals shall be notified. Fifteenth city or district, county key construction projects, technological transformation, scientific and technological research and important equipment updates and other projects for completion acceptance, appraisal, by the archives administration department at the same level in conjunction with the archives institutions of the competent department of the project for acceptance of the project files.
The important construction projects, technological transformation, scientific and technological research and important equipment renewal projects of this unit shall be subject to the supervision and guidance of the archives institutions of this unit, and the project archives shall be accepted.
